1.                  The Government of the United Republic of Tanzania has received financing in the amount of US$ 50 million  equivalent from the World Bank toward the cost of the Sustainable Management of Mineral ResourcesProject (SMMRP), and it intends to apply part of the proceeds to payments for goods, works, related services and consultingservices to be procured under this project. 

  

2.                  The project will include the followingcomponents:- 

  

Component A. - Improving the Benefits of the Mineral Sector for Tanzania, which will entail, inter alia, costs for the following goods and services: (i) supply of transportable demonstration units; mining and processing equipment; trainingequipment on lapidary, rock carving and jewelry (ii) conducting investment benefit studies; preparation of a framework for SMMRPevaluation and monitoring; (iii) developing standard training materials,codes of practice and conducting training for artisanal andsmall scale miners; (iv) training of trainers on stone carving, lapidary and jewelry (including preparation of the training manualsand operating manuals for equipment); (v) preparation of equipment leasing schemes and provision of financial assistance to miningcommunities; and (vi) preparation and piloting a framework for mainstreaming mining into strategic development planning in Geita,Kahama, Tarime and Biharamulo Districts; 

  

Component B. - Strengthening Governance and Transparency in Mining, which will entail, inter alia, costs for the following goods and services: (i) conducting functionalmanagementreview of Ministry of Energy and Minerals and Geological Survey of Tanzania; (ii) needs assessment for upgrading of Mining Cadastral Information Management System; (iii) preparation of environmentalguidelines, codes of practice andreclamation framework and training of Ministry of Energy and Minerals staff onreclamation of abandoned mines and mine dumps; (iv) conducting SESA and PSIA for the mineral sector; and (v) conducting exit studies on institutional capacity; environmental and social dimensions  and on policy and legaldimensions. 

  

Component C. - Stimulating Mineral Sector Investment, which will entail, inter alia, costs for the following goods and services: (i) supply of field survey, camping and personal protectiveequipment; equipment for chemical and photolithography laboratories;  chemicals; and laboratory consumables;(ii) conducting airborne geophysical surveys in 34 Quarter Degree Sheets (102,000sq.km)including field reconnaissance, mobilization, demobilization and data interpretation; (iii) supervision and monitoring ofairborne geophysical survey; supervision of geological mapping, geochemical andground geophysical surveys; and preparation ofgeoscientific information management system for Geological Survey of Tanzania; and (iv) preparation and implementing communication and promotion strategy, including review and audit of statistical reports andpreparation and dissemination of promotional materials. 

  

Component D. - ProjectCoordination and Management, which will entail: (i) supply of motor vehicles and motorcycles; and (ii) conducting Monitoring and Evaluation 

  

3.                  Procurement of contracts financed by the World Bank will be conductedthrough the procedures as specified inthe World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders  as defined in the guidelines. Consulting services will be selected in accordance with the WorldBank's Guidelines: Selectionand Employment of Consultants by World Bank Borrowers (current edition). 

  

Specific procurement notices forcontracts to be bid under the World Bank's International Competitive Bidding (ICB) procedures and for contracts for consultancyservices will be announced, as they become available, in UNDevelopment Business and dgMarket
