SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Framework agreement concerning research of companies in the Government
Pension Fund -Global.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.

II.1.3) The notice involves: The establishment of a framework agreement.
II.1.4) Information on framework agreement: Framework agreement with a
single operator.
Duration of the framework agreement: Duration in year(s): 2.
II.1.5) Short description of the contract or purchase(s): On behalf of
the Council on Ethics for the Norwegian Government Pension Fund -Global,
the Norwegian Ministry of Finance calls for tenders on a framework
agreement concerning research of companies in the Fund's portfolio. The
requested service implies that the Council may ask the service provider to
execute desk studies pertaining to specific matters of interest regarding
companies in the Fund which may have activities in conflict with the
Fund's ethical guidelines. The specific matters of interest may include,
but are not limited to, research on company and joint venture structures,
and information gathering related to incidents involving human rights
violations, environmental damage or corruption in different countries,
business sectors and industries. A desk study does not include on-site or
field research and information gathering. However there will be an option
for the service provider to conduct in-depth studies related to the above
mentioned topics, upon special request by the Client. This can include,
inter alia, on-site information gathering, surveys and field research
using locally-based experts. The service provider has no exclusivity on
this category of assignments.

The service provider must have excellent language skills in English,
Spanish and Mandarin. Knowledge of additional languages is concidered a
competitive advantage. The service provider shall have knowledge of
emerging markets and business sectors/industries represented in the Fund
such as basic materials, industrials, oil and gas, consumer
goods/services. Furthermore the service provider must have knowledge in
the five specialized fields covered by the Funds' ethical guidelines. The
desk study shall result in a written report in English or Norwegian,
including sources of information used in the study. Normally the research
will amount to about one week of work.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: (1) Company
registration certificate.
(2) Value added tax certificate (National requierment).
(3) Company tax certificate (National requierment).
(4) Self-declaration regarding health, environment and safety in
compliance with Appendix 2 ("Vedlegg 2") of the Norwegian procurement
regulations ("Forskrift om offentlige anskaffelser" -- National
requierments).
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: (1) Other documentation

A credit rating report from a credit rating agency, which shows the
service providers economical solidity.
Minimum level(s) of standards possibly required: The economic and
financial capacity to fulfil the contract's terms.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: (1) Statement of the company's total
manpower.
(2) A list of the principal deliveries effected or the main services
provided, by the company, in the past three years, with the values, dates
and recipients.
(3) A statement of the quality assurance/quality control system operated
by the company.
(4) Other documentation required (Please detail below):
(1) Name and CV of person(s) who will conduct the quality assurance of the
work done for the Client, and who will be the Client’s contact person(s)
at the service provider.
(2) A list of 3 equivalent assignments carried out by the company within
the past two years, including values, dates and clients.
(3) The service provider must document excellent language skills in
English, Mandarin, Spanish and possibly other languages.
(4) The service provider must document working experience in emerging
markets, and good knowledge of corporate structures and important
industries such as the FTSE's sectors, basic materials, oil and gas and
comsumer goods.(5) The service provider must document good knowledge of
the specialized fields covered by the Fund's 5 ethical guidelines.
Minimum level(s) of standards possibly required: Relevant experience from
equivalent assignments.
Competence in the relevant languages, industries and business sectors, and
in the specialized fields covered by the Fund's ethical guidelines.
