Individual service contract forecast
1. Publication reference: EuropeAid/128093/D/SER/SL.
2. Procedure: Restricted.
3. Programme: EDF.
4. Financing: Financing agreement 'Support to an improved functioning of
the NAO Office in Ministry of Finance and Economic Development' in Sierra
Leone, 10th EDF.
5. Contracting authority: The National Authorising Officer of the EDF in
Sierra Leone, Freetown, Sierra Leone.
6. Nature of contract: Fee-based.
7. Contract description: The project will provide on-the-job technical
support, mentoring and training. It primarily targets the NAO staff
(already in employment and new recruits) and the ministries, departments
and agencies which act as coordinators and supervisors of EDF projects.
The training will focus on project formulation, PCM, EDF procedures,
implementation and decision making circuits, preparation and verification
of tenders, contracts and programme estimates, verification of payment
dossiers. Moreover, technical support will be provided to set up and run a
comprehensive monitoring system and to enhance the NAO capacity in terms
of programming, coordination and policy dialogue.
8. Indicative budget: EUR 1 000 000.
9. Intended timing of publication of the procurement notice: March 2009.
10. Legal basis: ACP–EC Partnership Agreement signed at Cotonou on
23.6.2000 as amended on 25.6.2005 and in 2008 (Annex IV).
