Invitation for Bids

Supply of Water Resources Monitoring Equipment for MoWI and BWOs
Tender No. 011/ 2008-2009/G/03

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. WB320-696/07 of January 17, 2007.

2. The Government of the United Republic of Tanzania has received funds from the Development Partners towards the cost of Water Sector Development Programme (WSDP) and intends to apply part of these funds to eligible payments under the contract for the Supply of Water Resources Monitoring Equipment.

3. The Ministry of Water and Irrigation now invites sealed bids from eligible and qualified bidders for supply of Water Resources Monitoring Equipment for the Ministry of Water and Irrigation as well as for Basin Water Offices as follows:

Bidders may bid for one or any combination of lots, but in each case bidders must quote for all the items and quantities specified in each lot. Bidders not quoting for all items and quantities in a lot will be considered non responsive and their bids will be rejected.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from: The Secretary, Ministerial Tender Board, Ministry of Water and Irrigation, email address: pmumow@gmail.com and inspect the Bidding Documents at the address given below from 07:30 hours to 15:30 hours Mondays to Fridays inclusive except on Public Holidays.

6. Qualifications requirements include: (a) Manufacturer of the equipment or sole representatives, (b) documentary evidence demonstrating experience in supplying similar equipment to at least two purchasers in the last three years. A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non refundable fee of Tanzania shillings one hundred thousand (Tshs 100,000) or an equivalent amount in freely convertible currency. The method of payment will be either by Cash, Banker’s Draft, or Banker’s Cheque, payable to Permanent Secretary, Ministry of Water and Irrigation, Dar es Salaam. Bidding Document will be sent by airmail or courier for overseas delivery and surface mail or courier for local delivery. Ministry of Water and Irrigation will not be held responsible and accountable for delays or non-receipt of the Bidding Documents. Any authorized person may collect the Bidding Documents from address below.

8. Bids must be delivered to the address below at or before 10.00 hrs local time on 17th April 2009. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below immediately after deadline for bid submission. All bids must be accompanied by a Bid Security of 2 % of Bid Price payable to the Permanent Secretary Ministry of Water and Irrigation, Dar es Salaam.
