The Governments of Kenya, Tanzania, Mozambique, South Africa, Madagascar, Comoros, Mauritius and Seychelles has received financing in the amount of US$12 million equivalent from the Global Environment Facility toward the cost of the Southwest Indian Ocean Fisheries Project (SWIOFP), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. The project will include the following components : i) Component 1, Data Management which will mainly include requirements for consultancy services related to development, maintenance and use of a web-based fisheries and associated statistics database for storing and manipulating existing data and data from fisheries stock assessment research cruises; ii) Component 2, Assessment and sustainable utilization of crustacean fisheries in the 200 mile Exclusive Economic Zone of beneficiary countries; iii) Component 3, Assessment and sustainable utilization of demersal fisheries in the 200 mile Exclusive Economic Zone of beneficiary countries; iv) Assessment and sustainable use of small (and large pelagic fisheries that support the work of the Indian Ocean Tuna Commission) in the 200 mile Exclusive Economic Zone of beneficiary countries; v) Mainstreaming biodiversity in national and regional fisheries management.; and, vi) Component 6, Strengthening regional and national fisheries management in the 200 mile Exclusive Economic Zone of beneficiary countries.

The main procurement involved in the above-mentioned project components will be “wet-leasing” of commercial fishing vessels (mainly long-liners and purse seiners) capable of sustained operation of at least 2 weeks in conditions found in the 200 mile Exclusive Economic Zones of the project countries. Wet-leasing includes vessel lease, fuel and all other operating costs, crew and captain, regular maintenance, and space and support for the scientists and technicians that will be on board.. Some minor consultancy services may also be needed in the design, conduct and interpretation of data from these research cruises.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business.
