REQUEST FOR EXPRESSIONS OF INTEREST (EOI)
TENDER NO. ME-011/2008–09/C/18

FOR PROVISION OF CONSULTANCY SERVICES FOR ANNUAL PROCUREMENT AUDIT OF THE WATER SECTOR DEVELOPMENT PROGRAMME (WSDP)


1. This request for expressions of interest follows the General Procurement Notice for this programme that appeared in the United Nations Development Business, under notice No.WB320-696/07 of 17th January, 2007.

2. The Government of the United Republic of Tanzania has received financing from the World Bank and other Development Partners toward the cost of the Water Sector Development Programme (WSDP) and intends to apply part of the proceeds for consultancy services. The annual procurement audit for the WSDP will include review of adherence to the agreed procurement procedures, procurement performance of each procurement entity focusing on achievement of targets set out in the procurement plan and identification of areas of concern that require remedial action. The audit will cover operations of the Ministry of Water and Irrigation (MOWI), Basin Water Offices (BWO), Local Government Authorities (LGAs), Urban Water Supply and Sewerage Authorities (UWSAs) including small towns, Dar es Salaam Water and Sewerage Authority (DAWASA), Drilling and Dam Construction Agencies (DDCA), Water Development and Management Institute (WDMI) and Maji Central Stores (MCS).

3. The Ministry of Water and Irrigation now invites eligible consultants to indicate their interest in providing the services. Interested Consultants must submit information indicating that they are qualified and capable of performing the services. The information should include: brochures related to past assignment, description of similar assignments, names and contact address of clients served, experience in similar conditions, availability of appropriate skills among staff, etc. Consultants may associate to enhance their qualifications.

4. A Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: “Selection and Employment of Consultants by World Bank Borrowers” dated May 2004; Revised October 2006.

5. Interested consultants may obtain further information at the address below during office hours from 8:00 to 15:30 hours Mondays to Fridays inclusive, except on public holidays.

6. Expressions of Interest clearly marked “Tender No. ME-011/2008–09/C/18: Expression of Interest for Provision of Consultancy Services for Annual Procurement Audit for the WSDP” must be delivered to the address below by Friday 6th March 2009.
