The Ministry of Agriculture and Rural Development has received financing in the amount of US$ 2.62 million (two million six hundred twenty thousand US dollar) equivalent from the World Bank towards the cost of the African Stockpiles Programme (ASP-1) Ethiopia Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

This project will include the following components:-

Clean –Up and Disposal of Obsolete Pesticides, Prevention of the accumulation of Obsolete Pesticides, Capacity Building and Project Management.

For the above mentioned Project components, the following Consulting Services are included:-
a. Survey and studies for the selection of appropriate technologies for disposal of buried pesticides, for the disposal of contaminated containers and for the treatment or disposal of contaminated soils;
b. Developing country environmental and social management frameworks and environmental management plan, reviewing relevant legislation, conducting risk assessment of obsolete pesticides;
c. Consulting services for database development, financial and technical audits, training course delivery, capacity building and awareness raising programme.
d. consulting services for disposal activities and M&E activities;
e. Capacity building services at the Animal & Plant Health Regulatory Department and Environmental Protection Authority.
It also includes non consulting service of disposal of obsolete and buried pesticides and disposal of containers and it may also include safeguarding of obsolete pesticides (repackaging) as well as their transport...
It also includes the procurement of works in relation to the upgrading of storage facility.

The procurement of goods includes safe guarding equipment, FIBCs, decontaminating and cleaning equipment and personal protective equipments and office equipments.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and EDA Credits ( current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (Revised October 1, 2006)

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dg Market.

Prequalification of suppliers and contractors may be required for the following contract:-The disposal of obsolete and buried pesticides and disposal of containers.
