SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Ethical screening of Asian companies in the Norwegian Government Pension
Fund Global.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.
Service category: No 11.
Main place of performance: Oslo, Norway.
II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): In 2004, the
Ministry of Finance established ethical guidelines for the Norwegian
Government Pension Fund -Global. The guidelines aim at terminating or
avoiding investments in companies which may be complicit in the gravest
forms of violations of international standards pertaining to human rights,
the environment, situations of armed conflict and gross corruption. The
guidelines are described in detail on our homepage: www.etikkradet.no.
On behalf of the Council on Ethics for the Norwegian Government Pension
Fund - Global, the Ministry of Finance calls for tenders on a contract on
surveillance of companies with head offices in China, Hong Kong, Taiwan
and Japan. The purpose of the surveillance is to identify companies which
may be involved in activities that could be in breach of our guidelines.
An overview of the companies in our portfolio are to be found on NBIM’s

The service implies a continuous surveillance of internet-based
information sources which report on these kinds of activities in Mandarin
and English. The service provider shall collect relevant information, but
shall not conduct any analysis whether or not the relevant information
should lead to an exclusion of the company from the Fund. The service
provider shall produce a monthly report on the companies involved in the
above mentioned activities. The report must contain information on the
nature of the involvement of the companies and the sources for the
information. The report must be written in English or Norwegian.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: 800 000 NOK.

Description of these options: The Client will have an option to request
additional tasks performed by the service provider if the service provider
has the competence and capacity to execute such an assignment. The option
will consist of information gathering and reporting concerning specific
countries/regions, industries, or criteria otherwise explicitly defined by
the Client which pertain to companies in the Client's portfolio.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Fixed price,
quarterly payments in arrears.
III.1.4) Other particular conditions to which the performance of the
contract is subject: Yes.
Required that the service providers' ownership structure and conditions
are enlightened. In case the ownership structure creates a conflict of
interest between the service provider and the Council on Ethics, the
service provider will be denied participation in the tender.
One service provider will not be awarded both this contract and the
contract on Ethical Screening of companies in the Norwegian Government
Pension Fund -Global. See tender documents for details.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: (1) Company
registration certificate.
(2) Value added tax certificate (National requierment).
(3) Company tax certificate (National requierment).
(4) Self-declaration regarding health, environment and safety in
compliance with Appendix 2 ("Vedlegg 2") of the Norwegian procurement
regulations ("Forskrift om offentlige anskaffelser" -- National
requierments).

A credit rating report from a credit rating agency, which shows the
service providers economical solidity.

financial capacity to fulfil the contract's terms.

manpower.
(2) Manpower proposed for this contract (organisation chart) with names
and CV's of the key personnel who will be responsible for its execution.

A list of equivalent work carried out by the company the past year,
including values, dates and clients.
