SECTION II.A: OBJECT OF THE CONTRACT (WORKS)
II.1) TITLE ATTRIBUTED TO THE CONTRACT BY THE CONTRACTING AUTHORITY:
Integrated Waste Management Works and Services for the South East Region,
Ireland.
II.2) TYPE OF CONTRACT AND LOCATION OF WORKS: Main site or location of
works: South East Region, Ireland.

II.4) SHORT DESCRIPTION OF NATURE AND SCOPE OF WORKS: The contracting
authority, on behalf of the partner authorities in the South East Region
of Ireland, namely: Carlow County Council, Kilkenny County Council, South
Tipperary County Council, Waterford County Council, Waterford City Council
and Wexford County Council intends to award a long-term contract for the
provision of integrated waste management works and services for the South
East Region, including the provision of waste management infrastructure.
The contract is expected to comprise the management of up to 195 000
tonnes of municipal waste (as defined in the Waste Management Act 1996)
per year and include waste transfer, recyclate handling, materials
reclamation, composting, waste to energy and other activities required for
the implementation of the Joint Waste Management Plan for the South East
Region (adopted in 2002 and reviewed in 2006).
It is envisaged that the contract may involve:
(i) the take-over of existing facilities;
(ii) the provision (including the design, build, finance and operation) of
new facilities, including a waste to energy facility; and
(iii) the management, operation and, if necessary, decommissioning of the
facilities covered by the contract. Consideration will also be given to
the procurement of a services contract for the treatment of residual waste
in a waste to energy facility whereby the residual waste would be
collected from transfer stations and treated in a third party thermal
treatment facility.
Estimated cost of works excluding VAT:
Range: between 175 000 000 and 225 000 000 Currency: EUR.
