II.1.4) Short description of the contract or purchase(s):
OGCbuying.solutions requires to establish framework agreements for use by
or on behalf of UK public sector bodies and their statutory successors and
organisations created as a result of re-organisation or organisational
changes. These will include Central Government Departments and their
Agencies, Non Departmental Public Bodies, NHS Bodies and Local
Authorities.
The above UK public sector bodies have a need for mobile voice, mobile
data, mobile messaging, wide-area paging services and associated devices,
implementation and management of service delivery.
The UK public sector bodies may decide to hold an electronic reverse
auction on the reopening of competition among the parties to the Framework
Agreement(s).
OGCbuying.solutions recognises the benefits associated with Next
Generation Networks (NGNs). It is also aware, however that NGNs can bring
various issues and risks that must be appropriately addressed, and
therefore fundamental evaluation criteria will include whether robust risk
mitigation and security measures are in place. Such measures will be
mandatory requirements. Additionally where service providers intend to
migrate to a NGN based solution over the duration of any resulting
contract, OGCbuying.solutions will (in its sole opinion) need to be
satisfied that robust risk mitigation and security measures of contractual
effect are in place prior to any migration to NGN-based technology, and
that such migration will be dealt with under Change Control procedures.
