Consulting Services on Rationalization and Optimization of the Use of Infrastructure and Physical Facilities by Courts and State Attorney Offices

The Republic of Croatia has received financing from the World Bank toward the cost of preparation of the Judicial Reform Project, and intends to apply part of the proceeds of Project Preparation Advance (PPA) for consultant services.

The services include developing a Justice Sector Architecture and Physical Facilities Strategy and Construction Plan (‘JUSAP’). The plan will enable the Ministry of Justice to rationalize courts and prosecutors’ offices (including but not limited to business processes, usage of facilities and organizational/structural issues), including an analysis of and recommendations for infrastructure, physical facilities and IT facilities reconstruction/renovation needs; estimated costs, sequencing and timeline to optimize the usage of court facilities and prosecutors’ offices.

The services shall be provided during a period of about 7 months; the assignment is expected to start in May 2009.

The Project Implementation Unit (PIU) of the Ministry of Justice (MOJ) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, revised October 2006).

Expressions of interest must be delivered in English language to the address below by 16:00 hours Zagreb time on February 18, 2009.
