GENERAL PROCUREMENT NOTICE (revised)

BACKGROUND

From 2003 to the present the Government of Lao PDR (GPL) , assisted by the International Development Association (IDA) and the Government of Finland (GOF) , has been implementing the Sustainable Forestry for Rural Development Project (SUFORD). The Development Objective of the project is to achieve the sustainable management of natural production forests to alleviate rural poverty.

SUFORD provides support to forest policy formulation and reform, forest land classification and demarcation of natural production forests, investments in improving the management of production forests and village development on the ground, and broad technical advice, training, and capacity building. The project has been under implementation since February 2004 and is financed by an IDA Credit and a technical assistance grant provided by the Government of Finland. The World Bank will continue supporting the implementation of SUFORD through “Additional Financing”, which would provide an IDA Grant in the amount of US$10 million and a project extension of three years until December 31, 2011. In addition, the GOF has confirmed to continue its parallel technical assistance support to SUFORD with a grant in the amount of EUR9 million for a period of four years. The grant resources will be governed by a bilateral agreement between the GOF and Lao PDR. Additional financing combined with a project extension will allow GOL to build on existing implementation experiences and expand the now well-tested approach of PSFM to additional PFAs across the country. Furthermore, it will allow GOL and its donor partners to continue the forestry sector dialogue and deepen sector reform and development.

A Project Implementation Plan, including a Procurement Plan has been prepared. The project will implement an action plan to strengthen transparency in procurement as is common practice in other Bank projects in Lao PDR

The project will include the following components.

Component 1: Support Service will support for the Sustainable Forest Management which has four sub-components:
1) Sectoral Policy Reform Support
2) Establishment of the Production Forestry area (PFA) System
3) Forest Management Guidelines and Procedures
4) Strengthening Sustainable Forest Management Capacity.

Component 2: Sustainable Forest Management and Village development has two sub-components:

1) Participatory Sustainable Forest Management
2) Village Development

Component 3: Sectoral Monitoring and Control has four sub-components:

1) Internal Forest Control
2) Forest Law Enforcement Monitoring and Reporting
3) Forest Cover Monitoring
4) Independent Monitoring and Management Audits

Component 4: Project Management has three sub-components:

1) Management
2) Monitoring and Evaluation
3) Financial Management and Procurement

The following will be procured:
■ Goods: Field and Office Equipment, Computers and accessories, Vehicles and Motorcycles etc,..
■ Consulting Services (External Financial Audit, International Procurement Consultant, Regional forest Qualities Management Advisor and FSC Audit/Verification )
■ Civil works (Office Constructions & Renovations)

Procurement of contracts financed by the grant will be conducted according to the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 (revised October 2006), and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (revised October 2006).

Specific procurement notices for contracts to be bided under the World Bank’s international competitive bidding (ICB) procedures and for consultants’ contracts will be announced, as they become available, in the United Nations’ Development Business.
