II.2.1) Total quantity or scope: Two unconstrained active bond mandates
for up to 4 % of Fund assets each (a mandate size of approximately £160
Million each). These mandates will be benchmarked against a sterling broad
market Index or a fixed 50 % gilts 50 % corporates benchmark. A range of
performance targets will be considered between 1-2 % p.a. (gross).

months: 36 (from the award of the contract).

2000, or equivalent law of European Economic Area (EEA) member state to

VI.3) ADDITIONAL INFORMATION: Tender documents can be requested
electronically from tenders@wirral.gov.uk. Please state clearly on your
request the title of the contract as shown in the notice. The documents
will be available on request between 5.2.09 until 17.3.09. Tender
documentation will be e-mailed back to you. Note the closing date for
return of tenders is 23.3.09.

VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: Wirral Council will incorporate a minimum 10 calendar day
stand-still period at the point information on the award of the contract
is communicated to tenderers. This period allows unsuccessful tenderers to
seek further debriefing from the contracting authority before the contract
is entered into. Applicants have 2 working days from the notification of
the award decision to request additional debriefing and that information
has to be provided a minimum of 3 working days before the expiry of the
stand-still period. Such additional information should be required from
the contact in part I.1. If an appeal regarding the award of a contract
has not been successfully resolved the Public Contracts Regulations 2006
(SI 2006 No.5) provide for aggrieved parties who have been harmed or are
at risk of harm by a breach of the rules to take action in the High Court
(England, Wales & Northern Ireland). Any such action must be brought
promptly (Generally within 3 months). Where a contract has not been
entered into, the Court may order the setting aside of the award decision
or order the authority to amend any document and may award damages. If the
Contract has been entered into, the Court may only award damages.
