Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic-Charlestonintends to issue a Request for Proposal (RFP) for the procurement of a non-developmental (NDI), commercial-off-the-shelf (COTS) - based IntegratedVoice Communications System (IVCS) for US Navy ships that will provide tacticaland administrative internal communications and shipboard command andcontrol functions to the ship's crew as part of the AEGIS Combat System. Thiseffort supports the Modernization on the CG 47 and DDG 51 Classes of AEGISCruisers and Destroyers to replace the existing IVCS, AN/STC-2(V), with a newCG/DDG Modernization IVCS (CDMI). Requirements for the CDMI include all ofthe components required for end-to-end communications within the ship,interfaces to other shipboard systems, and to shipboard connection points withthe Defense Switching Network (DSN) and the Public Switched TelephoneNetwork (PSTN). The CDMI shall meet the same functional requirements andperform the same mission as the AN/STC-2, but will be required to supportadditional interfaces and shall meet interoperability requirements imposed byPublic Law and Department of Defense (DoD) Instruction (DoDI) 8100.3, asdefined within the DoD Voice Network Unified Capabilities Requirements (UCR),December 2007. In order to minimize installation impact on the ship, the newCDMI will be located within the same space as the existing IVCS and willinterface with the ship cable plant through a Main Cross Connect Field (MCCF)designed for the CG and DDG Class. Other requirements of this effort include:Installation and Checkout (INCO) Spares; and incidental support services forevaluation, repair, and configuration/setup. An Indefinite Delivery/Indefinite Quantity, Firm-Fixed-Price contract for abaseyear, with four one-year option periods is anticipated. The applicable NAICScode is 334210 with a size standard of 1,000 employees. This procurement willbe conducted under full and open competition on an unrestricted basis. TheGovernment has posted the following documents related to this plannedprocurement on the SPAWAR E-Commerce Central Website (https://e-commerce.spawar.navy.mil): draft Performance Work Statement, IVCSDescriptions and Specifications, and Unified Capabilities Requirements (UCR).It is anticipated that the solicitation will be available on or about 6 March2009on the SPAWAR E-Commerce Central Website. It is the responsibility of theinterested parties to independently monitor this site for the release of thesolicitation and updates to any and all related documents. Potential offerorswill be responsible for downloading their own copy of the solicitationdocumentsand any amendments (if any). No paper distribution of these documents willbe issued. All responsible sources may submit a proposal, which shall beconsidered by the agency in response to the solicitation.
