SECOND MINAS GERAIS DEVELOPMENT PARTNERSHIP PROJECT

Expressions of interest


1. The State of Minas Gerais has received financing from the World Bank toward the cost of the Second Minas Gerais Development Partnership Project, and intends to apply part of the proceeds for consultant services. The services include the following main tasks: definition of the institutional locus or loci of the regulation, inspection and monitoring functions regarding public-private partnership and concessions contracts in the State of Minas Gerais; definition of the organizational structures to which the functions will be delegated, their mandate, operational procedures and instruments; and definition of the legal framework to be instituted in Minas Gerais including the corresponding draft legal documents. The services should be implemented in 150 days from the signing of the contract.

2. The Secretaria de Estado de Desenvolvimento Econômico de Minas Gerais – SEDE (State Secretariat for Economic Development) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc.).

3. Consultants will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published by the Bank in May 2004 and revised October 2006, according to the method of Quality and Cost Based Selection (QCBS).

5. Expressions of interest must be delivered to the address below by February 13th, 2009, up to 17:00 pm Brasilia’s time.
