SECTION II.B: OBJECT OF THE CONTRACT (SUPPLIES OR SERVICES)
II.1) TITLE ATTRIBUTED TO THE CONTRACT BY THE CONTRACTING AUTHORITY:
Provision of training services within the navy command.
II.2) TYPE OF CONTRACT AND PLACE OF DELIVERY OR OF PERFORMANCE: Services.

II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR
SERVICES: The Royal Navy has undergone a number of organisational changes
in recent years which have resulted in the amalgamation of a number of
formerly separate organisations into a single command and management
structure.
As a result of these changes, the disparate range of extant contracts
providing support to Headquarters and shore Establishments no longer
reflect the structures for which they were intended.
The Future Outsourced Activities Project (FOAP) was established to
consider how best to move from the current contractual arrangements to
future arrangements aligned with the changing organisational structure.
The current major contracts within the FOAP programme have expiry dates
between 30.6.2011 and 30.4.2013. It is the intention to place a series of
new contracts during this period for the required services with the
overall objective that the project will be completed in sufficient time
for a service commencement date of 1.5.2013 for the final category of
services.
After due consideration, it is intended to adopt a layered approached to
future contracts, broadly.
- Training: Consisting of; delivery of elements of war fighting and new
entry training (not all), and Training support services for the Flag
Officer Sea Training domain.
And separately.
- Soft Facilities Management for the majority of Navy Command
establishments, possibly in a number of regional contracts.
And separately.
- General Establishment Support Services (not all) at Navy Command
establishments,
A number of services currently contracted for by the Royal Navy including
but not limited to Estate Management, Major Works, Hard Facilities
Management and Administrative Information Systems are likely to be
subsumed in MOD wide programmes and are therefore not likely to be
contracted for directly by FOAP. Expressions of interest in respect of
these services are not required and will not be considered.
This Prior Information Notice advertisement relates solely to the Training
layer. Separate advertisements will be published in respect of the Soft
Facilities Management and General Establishment Support Services. This
Advertisement is purely to inform potential suppliers of the FOAP scope
and likelihood of further advertisements/notices in the future based on
the individual scope requirements of the FOAP Programme.
At some time in the future prospective suppliers will be given the
opportunity to register an Expression of Interest in the delivery of
Training Services and should note that at that point, in registering
expressions of interest for the Training layer, the Royal Navy would not
wish at that stage to consider proposals for other layers at that time.
Estimated cost excluding VAT:
Range: between 90 000 000 and 150 000 000 GBP.

II.7) ADDITIONAL INFORMATION: Estimated value (range) is based on an
initial 6 year duration however a longer term contract duration of up to
15 years - subject to contractor performance, may be considered.

III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: The procurement
strategy is for use of Competitive Dialogue process. This reflects the
complex nature of the requirement. The requirement does not include the
need for significant investment by the contractor in equipment or
works/infrastructure and therefore a PFI solution is not required.

opportunities are published in the Official Journal of the European Union
(OJEU) and the MoD Defence Contracts Bulletin. The award of any subsequent
contract arising from such requirements is subject to the Public Contract
Regulations 2006. Where advertising is necessary in the OJEU and the DCB,
