KARNATAKA MUNICIPAL RFEFORMS PROJECT

The Government of India has received financing an amount of US$ 216 Million from the World Bank toward the cost of the Karnataka Municipal Reforms Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project will include the following components :
(A) Institutional Development : (Total cost US$ 28.4 million, Bank financing US$ 22.7 million), under this key areas including computerization, urban and management and planning, financial management reforms, training to ULB staff and TA and management and training to UDD, KUIDFC and other GoK agencies.

(B) Municipal Investment Support: (Total cost US$ 90.0 million, Bank financing US$ 72.0 million), which provides performance-based loans and grants to ULBs outside of Bangalore for investments in urban services, covering water supply, urban roads, street lighting, slum up-gradation and other obligatory municipal functions such as solid waste disposal, sewerage, and storm water drains:

(C) Bangalore Development: (Total cost US$ 179.8 million, Bank financing US$ 111.7 million), which provides financing support for the rehabilitation of Bangalore city road network (Bangalore Road Rehabilitation, Total cost US$ 35.4 million, Bank Financing US$ 28.3 million), the construction of a sanitary sewerage system in the eight ULBs around Bangalore City and institutional capacity building of BWSSB (Greater Bangalore under Ground Drainage Program, Total cost US$ 137.6 million, Bank financing US$ 78.0 million) Providing and laying of sewer networks with glazed stone ware pipes utpo 300mm dia and with Reinforced Cement Concrete pipes dia from 350mm and above. the work includes construction of all connected works including restoration of the portion of road cut for laying of pipelines and the construction of sanitation facilities at the community and individual levels in the eights ULBs (Pro-Poor Sanitation Program, Total cost US$ 6.8 million, Bank financing US$ 5.4 million)

(D) Project Management: (Total cost US$ 11.3 million, Bank financing US$ 9.0 million), which supports project implementation, including incremental operating costs of relevant implementing units and a Project Development Advisory Facility to support preparation and implementation of sub-projects by ULBs.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).




Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket and in the national publication of English Daily TIMES OF INDIA and ECONOMIC TIMES
