SECTION II.B: OBJECT OF THE CONTRACT (SUPPLIES OR SERVICES) II.1) TITLE ATTRIBUTED TO THE CONTRACT BY THE CONTRACTING AUTHORITY: Fund Management Services for Regional Venture Capital and Loan Funds. II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR SERVICES: A fund management services framework agreement (stricto sensu) is being procured for a number of fund managers to provide services on a call off basis to deliver a range of regional Venture Capital and Loan Funds in the North East of England, with the total value of investment capital anticipated to be initially circa £125 000 000. In addition the Contracting Authority or those named in sections II.7 and VI.2 may from time to time call off services under the terms of the framework agreement for additional funds over and above the estimated initial £125 000 000 of investment capital. The investment capital is expected to be raised by a holding fund to be set up in accordance with the European Commission/European Investment Bank JEREMIE model (Joint European Resources for Micro to Medium Enterprises). By adopting the JEREMIE model the holding fund will potentially be able to secure funding from the EIB, expected to comprise 50 % of the capital of the holding fund. It is anticipated that this contract will be of particular interest to fund managers who are active in the early stage/sub £2m funding sector. In that event, the contractual relationship would be between the approved individual accessing the contract and the contractor. In addition the Contracting Authority may novate this contract/framework to one of its wholly owned subsidiaries and/or any company, organisation or other Special Purpose Vehicles which the Agency has an ownership interest in or otherwise participates in with the consent of the Secretary of State’s consent pursuant to Section 5 of the Regional Development Agencies Act 1998(“Section 5 Entity”).
