SUPPLY, DELIVERY AND INSTALLATION OF EQUIPMENT
IFB № MAFFS/MOTI/ RPSDP//ICB/02/01/2009

1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, dated 4 June 2004.

2. The Government of the Republic of Sierra Leone has received a grant from the International Development Association toward the cost of Rural and Private Sector Development Project, and it intends to apply part of the proceeds of this grant to payments under the contract for IFB № MAFFS/MOTI/ RPSDP/ICB/02/01/2009. Bidding will be governed by the World Bank’s eligibility rules and procedures.

3. The Ministry of Agriculture Forestry and Food Security; and Ministry of Trade and Industry now invite sealed bids from eligible bidders for the supply, delivery and installation of Equipment as follows:

Lot No. 1 COMPUTERS AND ACCESSORIES
A) Desktop computers Qty 32
B) Lap-top computers Qty 3
a) Heavy duty printer or equivalent Qty 2
b) HP Laser Jet Printers or equivalent Qty 17
c) Uninterrupted Power supply (UPS) Qty 31
d) Coloured Scanner/fax/photocopier/printer (4-in-1) Qty 4
e) Digital sender Qty 2

Bidders may quote for one or more lots, Bidders must quote for all items in the lot. Bidders not quoting for all items in a lot shall be disqualified.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004, Revised October 2006), and are open to all bidders from eligible countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from the Project Coordination Unit and inspect the bidding documents at the address given in paragraph 7 below from 9.00 am to 5.00 p.m local time

6. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address (1) below and upon payment of a non-refundable fee of one hundred United States Dollars (US$100.00) for foreign companies or Three Hundred thousand Sierra Leonean Leones (Le 300,000.00) for suppliers within Sierra Leone. The method of payment will be by cash, cashier’s cheque, or Bank Draft to Rural and Private Sector Development Project. Suppliers whose cheques are found to be duds shall have their bids rejected. The documents may be collected by hand at address (1) below or will be sent by courier at an additional cost of $150.00 for overseas deliveries

7. Bids must be delivered to the address (2) below at or before. 2.00p.m local time on Monday March 16, 2009. All bids must be accompanied by a Bid Security amount of USD5, 000.00 for lot 1, USD1, 000.00 for lot 2 and USD300.00 for lot 3 respectively Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the Conference Room at the Location indicated below at 2.00 p.m local time on Monday March 16, 2009.
