The Government of Egypt has received a credit from the International
Development Association in the amount of USD 90,000,000 equivalent
toward the cost of the Health Sector Reform Project, and it intends to
apply the proceeds of this credit to payments under the contract for
Implementation of Health Insurance Management Information System -
DEADLINE EXTENSION -.

The project will support (a) the provision of universal access to a
basic package of Primary Health Care (PHC) services; and (b) reform of
the Health Insurance Organization (HIO).

The Ministry of Health and Population now invites eligible consultants
to indicate their interest in providing the following services:

- develop the computer software application of the “Family Health
Insurance Management Information System” (Programming services of
application software)

The “Family Health Insurance Management Information System” is divided
into two linked sub-systems. The first is the Clinical Information
System (CIS) and the second is the Family Health Fund System (FHFS).
This is the second phase of a two phase project. The first phase
consisted of determining user requirements, analyzing the system, and
developing technical specifications and prototypes. These were
developed with the assistance of the British Colombia Health Industry
Development Office. It is expected that the second phase of this
project will involve: § Full understanding of the situation analysis,
requirements analysis, technical specifications and prototypes that
were built to respond to users’ needs in Alexandria, Menoufia, and
Sohag Governorates and its facilities. § Developing two software
applications, using the given system analysis and system design,
written by UML to serve both clinical (provider) and financial (payer)
management information system. § Designing and developing the user
interface design and user documentation in Arabic language . Output
Reports will be bilingual in English and Arabic. § Conduct Alpha and
Beta testing phases as well as a Piloting phase for both sub-systems
in the 3 pilot governorates. § Review of results of pilot and
compilation of user reactions and satisfaction § Implement the first
release of the application in the above mentioned governorates. §
Design and implement the communication infrastructure and data links
between both applications (at clinical end and financial end) using
WAN and/or web based application technologies. § Assure the
functionality and operability of the developed software systems along
with the communication system. § Set up and build capacity within the
Ministry of Health and Population (MOHP) for Management Information
System (MIS) in database programming, trouble shooting and
administration.

availability of appropriate skills among staff, etc.).

Interested consultants must provide information indicating that they
are qualified to perform the services (brochures, description of
similar assignments, experience in similar conditions, availability of
appropriate skills among staff, etc.). Consultants may associate to
enhance their qualifications. Consultants will be selected in
accordance with the procedures set out in the |World Bank| Selection
and Employment of Consultants by World Bank Borrowers[1].
