The Islamic Republic of Afghanistan has received a grant from the Afghanistan Reconstruction Trust Fund administered by International Development Association, in the amount of US$ 10 million, towards the cost of Management Capacity Programme (MCP), and it intends to apply the proceeds of this grant to the payments for goods, works, consulting and other related services to be procured under this project.

The project will include the following components: (a) Provision of experienced managerial level staff to government ministries to carry out the common functions and to undertake managerial responsibility in sectoral ministries that contribute to economic development, (b) Strengthening the capacity of CDS to manage the project through provision of technical advisory services and recruitment of managerial and office staff, and the provision of equipment and training to CDS staff, and (c) Carrying out of annual performance audits to review the overall performance of the project.

Procurement of contracts financed by the grant will be conducted through the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, dated May 2004 and Revised October 1, 2006 (the Procurement Guidelines), and is open to all the bidders from eligible source countries as defined in the guidelines. The provisions of paragraphs 2.55 and 2.56 of the Procurement Guidelines, providing for domestic preference in the evaluation of bids, shall apply to the goods manufactured in the territory of Afghanistan or and the works to be carried out by the domestic contractors through International Competitive Bidding. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated May 2004 and Revised October 1, 2006 (the Consulting Guidelines)

Specific procurement notices for the contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and Request for Expression of Interest for large-value consultants’ contracts will be announced, as they become available, in UN Development Business, DGMarket, project website http://www.afghanexperts.gov.af/ and local newspapers. The Request for Expression of Interest/Vacancy Announcement for Afghan individual consultants will be published in http://www.afghanexperts.gov.af/ and national newspapers.
