GENERAL PROCUREMENT NOTICE

National Influenza Preparedness and Response Project

Ministry of Health

The Royal Government of Bhutan has received financing in the amount of US$ 2.5 million equivalent from the World Bank toward the cost of the National Influenza Preparedness and Response, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project includes the following main components:

1. Human Health Component
2. Animal Health Component
3. Communication Component:

Under the human health component, the project has following consulting services:

1. International consultant to develop legal framework in compliance with IHR (2005)

2. International expert to review the existing guidelines and protocols (for public health and clinical case management; public health surveillance; and investigation and response by human public health authorities to avian influenza in poultry and humans or influenza caused by a novel influenza A subtype)

3. International expert to review the existing quarantine system/facilities as per the requirement of IHR(2005)

4. International technical consultant for developing model guidelines and plans for nationwide community pandemic preparedness planning

5. International consultant for conducting table top exercise and field simulation in relation to AI preparedness

This component also covers the procurement of one set of Polymerase Chain Reaction (PCR) equipment and three sets of Immuno Fluorescence Assay (IFA). It also has a sub-component for the renovation/up-gradation of existing infrastructure.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004,,revised October 2006), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 revised, October 2006).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket.
