Specialist for Phytosanitary Laboratories

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business No.708 of August 16, 2007.

Bosnia and Herzegovina has received a credit from the International Development Association (IDA) toward the cost of the Agriculture and Rural Development Project (ARDP), and it intends to apply the part of the proceeds of this credit to payments for consulting services under the contract for Specialist for Phytosanitary Laboratories.

Under technical supervision of the Director of the BiH Plant Health Administration and under close cooperation with Entity and District Brcko Ministries of Agriculture and officially recognized institutions for implementing phytosanitary tasks, the Consultant for Phytosanitary laboratories will be responsible for the below tasks.

The consulting services include:

1. A review of phytosanitary laboratories in BiH;
2. An inventory and analysis of the existing state of the laboratories shall be undertaken, which shall include the following:
- Conduct an inspection of plant health laboratories; based on the list of laboratories provided by the BiH Plant Health Administration
- Establish an inventory of existing equipment in the laboratory (noting the age of equipment, frequency of servicing and calibration) – list equipment according to the use;
- Determine the current level of use of this equipment;
- Note the methods/procedures used in the laboratory and compare them to testing or diagnostic protocols recommended by international organizations, such as the European and Mediterranean Plant Protection Organization (EPPO) or the European Community;
- Determine the current laboratory staffing levels – professional qualifications (degrees/diplomas, specialist training) and determine the overall staffing levels per specialty field;
- Determine any relationship between the existing staff levels and laboratory equipment; Determine the professional capacity of laboratory staff to conduct plant protection testing and diagnostics according to EPPO and EC provisions;
- Analyse the existing organization of work in the laboratory, including operating procedures;
- Identify and make recommendations for matching specific tests with specific institutions so as to avoid overlapping of tasks and responsibilities between laboratories and reduce possible redundancies;
- Identify priority methods and tests for accreditation process.
3. Following visits to the laboratories make an overall analysis including the current state of each laboratory and needed capacities to satisfy the requirements of the EC, for accreditation according to BAS EN ISO/IEC 17025:2006 and for diagnostic protocols developed by EPPO. In this analysis, special attention to the relationship between equipment, staffing levels and training, methods and procedures in the laboratory should be given.
4. Make recommendations for upgrading the laboratories, including procurement of new and necessary equipment, training of laboratory staff and infrastructural improvements.
5. Identify estimate of investment costs (rehabilitation, training and equipment) for each laboratory.
6. Identify incremental operating costs associated with investments in laboratories including staffing, reagents, kits, and other consumables and as part of testing, and proposals how these incremental costs would be covered.
7. Develop a “proxy” business plan for each of the laboratories covered by the study.

Qualifications:
- Masters degree in plant protection;
- At least 10 years of experience in phytosanitary laboratories in the plant protection;
- Experience in the Balkans is needed;
- Fluency in English;
- A good knowledge and understanding of BAS EN ISO/IEC 17025:2006, EC requirements and EPPO diagnostic protocols are essential.

The Consultant is expected to work 60 working days that will be divided into 3 phases.

Federal Ministry of Agriculture, Water Management and Forestry through Project Implementation Unit now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, description of similar assignments, experience in similar conditions, etc.).

The consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (revised October 2006).

Expressions of interest (with stated title of consulting services) must be delivered in one original and two copies to the address stated below by 12:00 hours; January 26, 2009.
