Invitation for Bids

Contract/Bid No.18/Goods/WB/ICB/2002

The Government of Egypt has received a credit from the International
Development Association in the amount of USD 90,000,000 equivalent
toward the cost of the Health Sector Reform Project, and it intends to
apply the proceeds of this credit to payments under the contract for
Laboratory Equipment and Consumables. Bidding for contracts financed
by the International Development Association will be governed by the
procurement rules specified in the World Bank Procurement under IBRD
Loans and IDA Credits[1]. It is open to all bidders from eligible
source countries as defined in the guidelines.

The project will support (a) the provision of universal access to a
basic package of Primary Health Care (PHC) services; and (b) reform of
the Health Insurance Organization (HIO).

The Ministry of Health and Population now invites sealed bids from
eligible bidders for the following lots:

- Lot one:

- Lab Equipment (Autoclave, UV, Water bath, Incubator,
Refrigerator, incinerator, Safety cabinet, Hot air oven, Water
distiller) (Industrial or laboratory furnaces, incinerators and
ovens)

- Lot Two:

- Lab Equipment (Microscope, Centrifuge, Hot plate- stirrer,
Vortex / shaker, Anaerobic jars) (Medical and laboratory devices,
optical and precision devices, watches and clocks, pharmaceuticals
and related medical consumables)

- Lot Three:

- Lab Equipment (Electric balance, Photometer, pH meter, Eliza
System, Cell Counter 18 parameter, Automatic pipette fixed,
Automatic pipette variable (Medical and laboratory devices,
optical and precision devices, watches and clocks, pharmaceuticals
and related medical consumables)

- Lot Four:

- Glassware (Laboratory, hygienic or pharmaceutical glassware)

- Lot Five:

- Media (X-ray contrast media)

The supplier will be responsible for the installation and initial
setup of the equipment (ensuring operational status) for Lots One,
Two, and Three, at sites determined by Central Health Laboratory.

For lots 1, 2 & 3: the supplier should have a minimum level of 5 years
experience as a manufacturer or agent for similar type of goods. Any
supplier should have a local agent for the provision of after sales
services and maintenance setup.

All bids must be accompanied by a bid security as follows: Lot one:
$25,000 Lot Two: $11,000 Lot Three: $35,000 Lot Four: $5,000 Lot Five:
$10,000 or an equivalent amount in a freely convertible currency.

Bidding is allowed for whole lots only.

Interested eligible bidders may obtain further information from and
inspect the bidding documents at the Ministry of Health and Population
at the address below from 09:00 to 17:00. A complete set of bidding
documents in English may be purchased by interested bidders on the
submission of a written application to the address below and upon
payment of a nonrefundable fee of EGP 900. or $200 ( Two Hundred US
Dollars). The method of payment will be: cash or a cashier or a
certified check payable to account no. 6/06498/001/4 The Central Bank
of Egypt - Health Sector Reform Program. The document will be sent by
Egypt mail services (EMS) along with an extra US$ 20 or will be
collected by hand.

Bids must be delivered to the address below by 12:00 on 3 February
2003. All bids must be accompanied by a bid security equivalent to EGP
. specified above. Late bids will be rejected. Bids will be opened in
the presence of bidders' representatives who choose to attend at the
address below on 3 February 2003 at 12:00.
