SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
The procurement of a managed Integrated Business Solution (IBS) or
Enterprise Resource Planning (ERP) service for Test Valley Borough
Council.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Supplies.
Purchase.
Main place of delivery: Test Valley Borough Council, Beech Hurst, Weyhill
Road, Andover, Hampshire.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The Council are
seeking to invite tenders for the supply of a managed ICT solution, hosted
at the Council’s offices, for a replacement and enhancement of the current
Financial Information System (FIS) but may be willing to consider
proposals for an alternative solution. The Council engaged consultants to
review the current FIS and the scope of its possible replacement, which
was carried out in August and September 2008. The outcome being a
recommendation to procure a managed Integrated Business Solution (IBS) or
Enterprise Resource Planning (ERP) service with the hardware hosted at the
Council’s main site.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The Council propose to invite tenders
for a managed Integrated Business Solution (IBS) or Enterprise Resource
Planning (ERP) service to replace the Council’s existing Financial
Information System (FIS) with the hardware hosted at the Council’s data
centre. Go-live must be no later than 31.3.2010.
Estimated value excluding VAT: . GBP.
II.2.2) Options: Yes.
Description of these options: There will be an option to extend the
contract after the initial 5 year term by an additional period or periods
of not less than 12 months up to a maximum of a further 5 years giving a
total contract term of between 5 and 10 years. There will be an option for
tenderers to include proposals for managing the implementation, change
management and training. Tenderers will not be prejudiced if they prefer
to exclude this option for implementation and training.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 60 (from the award of the contract).

III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: The Council may require a
guarantee from a parent company or ultimate holding company.

III.2) CONDITIONS FOR PARTICIPATION

desirable that the tenderer holds membership of an appropriate
