REQUEST FOR EXPRESSIONS OF INTEREST

“CROATIA AGRICULTURAL ACQUIS COHESION PROJECT”


Selection of Consultant Company for providing of
English Language Training Programs for Employees by CEFR Standards


1. The Republic of Croatia has received a loan from the International Bank for Reconstruction and Development (IBRD) towards the cost of “Croatia Agricultural Acquis Cohesion Project”. As the Borrower, Ministry of Agriculture, Fisheries and Rural Development intend to finance English Language Training Programs for Employees by CEFR Standards.

2. Brief description of the requested services:

In order to achieve higher level of knowledge, meet the needs of modern business within the Ministry as well as the goals of achieving full membership to the EU Standards, it is necessary to provide education to Ministry of Agriculture, Fisheries and Rural Development's (Ministry) employees according to the CEFR Standards for English Language Training Programs and getting of relevant degree.
Common European Framework of Reference for languages (CEFR) i.e., is internationally recognized programme for language training qualification which presents European standard for testing and verification of qualification for English language.
Final goals of implementing this activity are higher level of English language knowledge and increase of Ministry's employees’ efficiency in accordance with EU standards.
English Language Training Programs by CEFR Standards consists of 6 different levels of standard education through lectures.

DETAILED TERMS AND REFERENCES (TOR) FOR THE ASSIGNMENT IS ISSUED ON THE MAFRD WEBSITE, www.mps.hr.

Education of Ministry’s employees will take place at locations in the Town of Zagreb, and in the centers of other counties (21 counties in total). Exceptionally, in specific counties, the training of employees may be implemented on several locations, according to the needs. The number of employees who applied for English language courses is specified bellow:

3. Expected commencement of this assignment is in March 2009. Expected date for completion is by December 2009.

4. Ministry of Agriculture, Fisheries and Rural Development now invites eligible companies to express their interest in providing the requested services. Interested companies shall provide information indicating that they are qualified to perform the services (e.g. brochures, description of their experience in similar scopes of works, experience in similar conditions, availability of appropriate skilled staff, etc.).

The consultant firm should have a relevant experience for providing the services of English language training.
The Consultant firm should enclose the following evidence on its capacity for implementing the project for Ministry’s employees and:

- The firm should submit evidence that within the last four years the company has successfully performed two or more, same or similar, project educations of large number of employees;

- ISO Certificate 9001/2000, Language Training Programs for English language education (level A1-C2) in compliance with the CEFR standards;

- The firm must issue Internationally acceptable Certificate for passed exams in compliance with CEFR.

NOTE: At the time of submitting the expressions of interest the company should confirm that they will provide staff with the experience and qualifications required in the TOR.

5. A company for this assignment will be selected under the Least Cost Selection (LCS) method in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition May 2004 - which can be found on www.worldbank.org ).

6. Interested companies may obtain further information at the address below from 08:00 to 16:00 hours (Central European Time - every working day). Expressions of interest along with details of company’s experience and qualifications for this assignment must be submitted by mail/personnel to the address below no later than January 16, 2009 (until 16:00 hours).
