GENERAL PROCUREMENT NOTICE

Project: TRADE DEVELOPMENT SUPPORT PROGRAM (TDSP)

1. The Royal Government of Cambodia (RGC) through the Ministry of Commerce (MOC) has received financing in the amount of approximately US$ 12.35 million equivalent, from the Multi Donor Trust Fund, contributed by the European Commission, DANIDA and UNIDO. The fund will be managed by the World Bank as “trustee” to support the “Trade Development Support Program (TDSP)” with the Department of International Cooperation (D/ICO) of Ministry of Commerce as implementing agency responsible for managing the overall implementation and coordination with other line ministries and stakeholders. The Ministry intends to apply part of the proceeds to payments for goods and consulting services to be procured under this project.

2. The objectives of the Program are to increase the RGC’s capacity in formulating and implementing appropriate trade policies. The TDSP has four components: (A) Trade Policy Formulation and Implementation, supporting trade policy formulation and implementation; (B) Performance Monitoring, supporting activities to develop a transparent, consistent, and sustainable performance monitoring system; (C) Strengthening Institutional and Human Capacity and (D) Implementation to support TDSP.

The following consulting services and goods shall be procured under the Project:

• Individual consultants and/or consulting firms for the : (a). design and dissemination of SPS and TBT standards, (b). TA for Standard training and awareness program, (c). TA on risk management strategy, (d). legal advisory services for WTO compliance, (e). time release study/measurement system; and (f) TA to strengthen institutional and human resources capacity for MOC and other relevant ministries;
• supply of office equipment: computers, printers, photocopy machines etc...

Procurement of contracts financed by the Grant will be conducted through the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 and revised October 2006, and is open to all bidders from all source countries as defined in the guidelines. Consulting Services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 and revised in October 2006.

Specific Procurement Notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-value consultant’s contracts will be published, as they become available, in UN Development Business, dgMarket and in the local newspapers The Cambodia Daily, The Reaksmey Kampuchea Daily, and MoC Magazine.

The Royal Government of Cambodia represented by the Ministry of Economy and Finance has appointed Crown Agents as Procurement Agent for selected World Bank funded projects in Cambodia.
