INVITATION TO APPLY FOR ELIGIBILITY AND TO BID (IAEB)
Project Reference: DOT-IAEB No. 2008-011

The Philippine Organizing Committee-World Expo 2010 Shanghai China (Expo 2010) through the Department of Tourism Special Bids and Awards Committee (DOT-SBAC), invites Phil-GEPS registered Architectural Firm and/or licensed Architect to apply for eligibility and shortlisting and if found eligible and shortlisted, to bid for the hereunder project:

Brief Description: Architectural Design of the Philippine Pavilion for the Philippine participation to Expo 2010

Approved Budget
for the Contract : PhP 4,000,000.00

Contract Duration: February 25, 2009 to December 31, 2009 (with option to extend as required by the POC)

Eligibility of prospective bidders shall be checked using non-discretionary "pass/fail" criteria. Shortlisting of eligible bidders will be done based on the following criteria: (a) applicable experience (b) qualification of personnel who may be assigned to the job and (c) current workload relative to capacity. Only 5 eligible bidders shall make up the shortlist. The evaluation procedure to be adopted shall be Quality-Based Evaluation (QBE).

All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference(s), Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A 9184 and its Implementing Rules and Regulation (IRR).

The Eligibility Requirements Checklist/Sample Forms will be available at the DOT-SBAC Secretariat c/o Florencio Capati, 3rd Flr. Rm. 314, DOT Bldg., T.M. Kalaw St., Ermita, Manila (tel.nos. 524-1680 and 524-1742) upon submission of a Letter of Intent (LOI). Submission of Eligibility Requirements in sealed envelopes shall be on the same office.

Bid Documents will be available only or shortlisted eligible bidders upon payment of a non-refundable amount of PhP 3,000.00 to the cashier. Bids shall be submitted in sealed envelopes addressed to the DOT SBAC Chairman.

The POC reserves the right to reject any or all bids, declare a Failure of Bidding at any time prior to the contract award, or not to award the contract, without thereby incurring any liability, and make no assurance that the contract shall be entered into as result of the bidding. Likewise, the POC may waive any minor defect therein and accept the offer most advantageous to the government. Further, the POC assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in he preparation of the bid.
