SECTION II.B: OBJECT OF THE CONTRACT (SUPPLIES OR SERVICES)
II.1) TITLE ATTRIBUTED TO THE CONTRACT BY THE CONTRACTING AUTHORITY:
UK-London: provision of UK (citizens) election observers for the OSCE.
II.2) TYPE OF CONTRACT AND PLACE OF DELIVERY OR OF PERFORMANCE: Services.
Main place of performance or of delivery: Law, marketing, consulting,
recruitment, printing and security. Depending on the mission.
II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR
SERVICES: The FCO is seeking to set up a framework agreement or contract,
with a well-qualified organisation (or series of providers) to recruit,
train and manage on its behalf, UK Citizens to participate as observers in
international election observation missions organised by the Organisation
for Security and Co-operation in Europe (OSCE) and the Office for
Democratic Institutions and Human Rights (ODIHR), in accordance with its
commitment to provide election observers. The OSCE provides resource for
election observation, democratic development, human rights, tolerance,
non-discrimination, and rule of law The UK has provided approximately 40
long and 400 short-term observers over the past 2 years. It is envisaged
that roughly the same number of missions will take place over the coming
years. Observers are currently selected through a framework Agreement with
3 providers who perform broadly the same activities. This notice is
seeking an expression of interest from service providers who may be
interested in participating in the tender for this potential requirement.

solicitation, neither does it represent an invitation to tender. The FCO
reserves the right to change the procurement approach or abandon this
requirement at any time and not to award any contract(s) or framework. The
decision on the procurement approach will in part be based on the response
to this notice and interest in the requirement.
