SECOND DISEASE SURVEILLANCE AND CONTROL PROJECT
(VIGISUS II)

GENERAL PROCUREMENT NOTICE

Loan No. 7227-BR

1. The Federative Republic of Brazil has received a loan from the International Bank for Reconstruction and Development (IBDR) in the amount of US$ 99,500,000 equivalent toward the cost of the Second Disease Surveillance and Control Project, and it intends to apply the proceeds of this loan to payments for goods, works, related services and consulting services to be procured under this project.

2. The project will include the following components:

Goods and Civil works

• Acquisition of equipment for laboratories to diagnose mandatory notification diseases
• Acquisition of land and water vehicles (cars, motorcycles, boats)
• Acquisition of equipment to apply insecticides
• Acquisition of bacteriological and entomological microscopes
• Acquisition of equipment for public health laboratories of states and municipalities;
• Acquisition of computer software and hardware for the State Health Secretariats
• Acquisition of equipment for biosafety level 3 laboratories
• Acquisition of equipment for 116 indigenous community health centers
• Acquisition of 700 transceptor radios for indigenous health
• Acquisition of 150 kits for monitoring water quality for indigenous health
• Construction of a Biosafety Laboratory Level 3;
• Acquisition of IT equipment (computers, notebooks, printers, scanners, workstations, no-breaks, etc).
• Acquisition of solar photovoltaic refrigerators/freezers

Consulting Services

• Individual consultant services to plan and implement the Epidemiological Emergency Center
• Individual consultant services to oversee implementation or the biosafety level 3 laboratories
• Consultant services to undertake study for malaria control in endemic areas;
• Consultant services to analyze epidemiological data and define tendencies for the occurrence of AIDS and STDs for each Special Indigenous Sanitary District – DSEI
• Consultant services to carry out 10 studies on traditional medical practices among indigenous groups
• Consultant services to carry out a study of the impacts caused by the indigenous health agreements, known as “convênios”
• Consultant services to carry out a study of the impact caused by the process of implanting social control and the institutional capacity to absorb recommendations coming from the Indigenous Counsels
• Consultant services to carry out a situation diagnosis, results follow-up and evaluation and study the impact caused by the subprojects of community-demanded initiatives
• Consultant services to evaluate the quality and efficiency of the public health benchmark network
• Individual consultant services to evaluate the impact caused by Basic Sanitation Actions/Health Indicators
• Individual consultant services for capacity building in Indigenous Organizations for monitoring, accounting and reporting on community development projects
• Individual consultant services for elaborating and applying the CAP questionnaire on Indigenous Health
• Individual consultant services for capacity building in new basic sanitation technologies
• Individual consultant services for capacity building and supervision of the Nutritional Surveillance System – SVN
• Individual consultant services to draw up material to make public the “Fund for Community-Demanded Initiatives”
• Individual consultant services draw up a health plan to establish sanitary priorities for the Special Indigenous Sanitary District – DSEI
• Individual consultant services to analyze the new organizational and functional model for the FUNASA – National Health Foundation
• Individual consultant services to draw up the information flow for the Indigenous Health Monitoring and Evaluation System
• Individual consultant services to research diet habits in indigenous communities
• Individual consultant services to diagnose the difficulties faced by the Indigenous Health Teams (EMSI) and the Indigenous Health Agents (AIS) at the Special Indigenous Sanitary Districts (DSEI)
• Individual consultant services to draw up a new model to finance Basic Health Care
• Individual consultant services to perform a study on food and nutrition in indigenous communities

3. Procurement of contracts financed by the loan will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997 and January 1999) and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999, and May 2002).

4. Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-value consultants’ contracts will be announced, as they become available, in UN Development Business and/or local newspapers.

5.
