6. Object of the contract: Fee-based technical assistance contract.
7. Contract description: Technical assistance for the project 'Local
economic development and trade in Colombia'. Said assistance will entail
provision of the following staff for the project:
(a) 1 long-term expert to act as consultant, for a total of 18 man-months;
(b) a number of experts with a high level of skills, experience and
knowledge for short-term support assignments, for a total of 10
man-months.
8. Indicative budget: EUR 303 000.
9. Date of publication of the contract notice: 20.1.2009 (provisional).
10. Additional information: Fieldwork may be required. Excellent
communication skills in Spanish. Previous experience in
conflict/post-conflict countries. Specific knowledge and experience of
local economic development models and their application in developing
countries.
11. Legal basis: — Specific financing agreement.
— Framework agreement on the provision of financial and technical
assistance to, and economic cooperation with, the Republic of Colombia.
— Framework agreement for cooperation between the Commission of the
European Communities and the Cartagena Agreement and its member countries.
— Regulation (EC) No 1905/2006 of the European Parliament and of the
Council of 18.12.2006, establishing a financing instrument for development
cooperation.
