II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Quantity Surveying Services required as
per Standard Services, Society of Chartered Surveyors 1991, as per latest
amendments for the development of an educational / research building. To
include: clinical skills laboratories, lecture theatre, tutorial rooms,
research laboratory, library, administration offices and ancillary spaces.
Area circa 2 500 m².
II.2.2) Options: No.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 36 (from the award of the contract).
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Payment will be made
in stages as the project proceeds.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: Government Standard for Conditions of
Engagement of Construction Consultants (07/12/06).
III.1.4) Other particular conditions to which the performance of the
contract is subject: Yes.
An applicant must be a full professional member of a recognised
professional body of Chartered Surveyors. Applicants must also provide
evidence of professional indemnity risk insurance to the value of €3 000
000 or more.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Applicants
should supply profile of their practice together with a reference list of
recent clients to demonstrate their experience and professional competence
in the provision of Quantity Surveying Services for building projects of a
similar nature. Applicants must also supply a statement to the effect that
listed clients may be contacted by the University for references.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: All candidates will be
required to provide a reference from their bank.
All candidates will be required to provide a statement, covering the 3
previous financial years including overall turnover of the candidate and
the turnover in respect of the activities which are of a similar type to
the subject matter of this notice.
All candidates will be required to provide copies of balance sheets, from
their accounts, for the past 3 years.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: Experience in the cost control of
medical school/clinical sciences facilities.
Approach to risk management.
Experience in the delivery of projects with a nett construction value of
€7 500 000 or more in the past 3 years.
Availability to attend on-site meetings at short notice.

This notice is being cancelled.
Initially the project was to be undertaken by the University of Limerick
(UL) and the Health Service Executive (HSE) with UL as the awarding
authority. However the HSE will now be the awarding authority and will
publish a notice in respect of same. The notice will be only open to those
already selected panellist as per Contract notice SEP107598.
