KOSOVO

Institutional Development for Education Project (IDEP)

Kosovo has received an IDA grant from the World Bank in the amount of SDR 6.4 million (equivalent to about US$10.0 million) toward the cost of the Institutional Development for Education Project, and it intends to apply part of the proceeds to payments for goods, works, grants, and related consulting services to be procured under this project.
The Project consists of the following parts:
Part A: Strengthening the organization and financing of the education system, with particular attention to the legal framework and funding formula (approximate cost: US$5.09 million). Expected inputs are: Consulting Services, Training, Municipal and School Development Grants.
Part B: Building institutions and management capacity to promote quality improvements in primary and secondary education (approximate cost: US$2.58 million). Expected inputs are: Goods, Consulting Services, Training, and Operational Expenditures.
Part C: Creating conditions to introduce efficient and appropriate designs and reduce multiple shifts in Kosovo’s schools to address the current and future constraints in learning space (approximate cost: US$6.09 million). Expected Inputs are: Works, Goods, Consulting Services, and Training.
Part D: Strengthening management capacity in higher education, at system and institutional levels to support the implementation of Higher Education Strategy 2005-2015 (approximate cost: US$0.1 million). Expected Inputs are: Consulting Services.
Procurement activities will aim to provide the appropriate consulting services, goods, works, and grants for the above components.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004 and revised in 2006 ), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 and revised in October 2006).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket .
