6. Object of the contract: To provide technical assistance services to
improve the mechanisms for dealing with non-tariff barriers faced by
Colombian exports and to enhance negotiating capacity in investment and
technical advances under competitive conditions, in the framework of the
project 'Trade technical assistance for Colombia' DCI-ALA/2007/019-005.
This shall be achieved by means of institution building, stimulus for
productive investment, improvement in quality, removal of technical
obstacles to trade, and respect for intellectual property and competition
rules, etc.
7. Contract description: Support and advise the beneficiary with regard
to execution of the project, mostly by providing technical consultancy
services and any other services required to achieve the expected results.
Said technical assistance will involve provision of the following staff
for the programme:
(a) a permanent expert to act as consultant;
(b) a number of experts for support assignments, whose expert skills,
experience and knowledge will ensure the smooth running of activities
under the programme, bearing in mind that the aim of the project is
institution building in the foreign trade system, focusing on the
following trade policy priorities:
1. institution building for compliance with international sanitary and
phytosanitary standards;
2. laboratory accreditation and legal metrology;
3. better understanding of European procedures to avoid technical
obstacles to the export trade to European markets;
4. greater compliance with social clauses;
5. training for professionals in matters of investment, intellectual
property, control of anti-competitive practices, and settlement of
disputes;
6. strengthening the Superintendencia de Industria y Comercio (trade and
industry supervising authority).
In this respect, the aim of the contract will not only be to drive forward
the project's activities, in the relevant area of expertise, but also to
pass on relevant know-how and knowledge to local staff, thus ensuring that
the Ministry of Trade, Industry and Tourism and national bodies involved
in the project may take on responsibility for managing these activities
once the project has ended.
8. Indicative budget: EUR 2 550 000.
9. Date of publication of the contract notice: 6.1.2009.
10. Additional information: Ability to speak, read and write fluently in
Spanish. Ability to communicate effectively and work in a team.
11. Legal basis: (a) Regulation (EC) No 1905/2006 of the European
Parliament and of the Council of 18.12.2006, establishing a financing
instrument for development cooperation.
(b) Framework agreement on the provision of financial and technical
assistance to, and economic cooperation with, the Republic of Colombia
pursuant to the ALA Regulation, signed on 14.12.2000 between the European
Community and the Government of the Republic of Colombia.
(c) Financing agreement DCI-ALA/2007/019-005.
