Provide complete A/E Services to prepare specifications, preliminary design options, preliminary drawings, develop the design, and prepare final construction documents including cost estimate. A/E will also provide construction period services for project 679-309 "Residential Rehab CLC's" at the Department of Veteran Affairs Medical Center, 3701 Loop Road E, Tuscaloosa, Alabama. The A/E team, including architects, engineers, CIH, surveyors, and professional consultants shall conduct site visits, meetings with staff, and field investigations to determine site conditions and develop construction documents for new construction of two (2) Cottages, built similar to the Green House model, and one (1) rehabilitation facility at the VAMC Tuscaloosa. This team shall study, investigate, and evaluate all building components/aspects (i.e. electrical, plumbing, mechanical, structural, site, space planning, etc.) as well as patient flow and treatment. The A/E team will develop three floor layout options for the cottages and the rehabilitation facility. The project will also include parking, utility survey, historical assessment, street/sidewalks, connecting corridor upgrades/changes, infrastructure and site preparation for the community living complex. Each cottage in the community living complex will be a self-contained residence, designed like a private home, housing 10 veterans and will be approximately 10,000 SF. Each resident room will have a private bedroom and bathroom. The bedrooms will be equipped with ceiling lifts to facilitate patient handling needs. The cottages will feature a fully equipped open kitchen, dining room, and den with fireplace. Each cottage will include screened-in porches, and access to a common gated courtyard. The courtyard will be landscaped with patios, sidewalks, and shaded gardens. The cottages will be built to conform to the latest "green" building standards in order to increase energy and resource efficiency. The rehabilitation center (facility) will house both physical and recreational activities for patients and will be approximately 15,000 SF. This announcement is full and open to all A/E firms that are located within a 150 mile radius of Tuscaloosa, Alabama as determined by using the latest version of Rand McNally Road Atlas. The A/E firm will be evaluated with the following criteria: Factor number (1) is most important with factor number (2, 3, 5) equal to each other but somewhat less, important than factor number (1). Factor (4) is less important than (1, 2, 3, 5) but more important than factor (6), which is of least importance. The following are the rating factors. (1) Specialized Experience and Technical Competence, (2) Specific Experience and Qualifications of Personnel Proposed, (3) Professional Capacity of the Firm in the Designated Geographic Area, (4) Past Record of Performance on Contracts with Government Agencies, (5) Geographic Location and Facilities of the Working Office, (6) Point Adjustment for Existing Design Work, and Existing Construction Period Services. Firms desiring consideration must submit their SF-330 Architect Engineer Qualifications by COB (4:00 PM local time) January 9, 2009 directly to: VA Medical Center Attn: Paul Weathersby (10N7/NLO), 3701 Loop Road East, Tuscaloosa, Alabama, 35404. A/E firms must be located within a 150 mile radius of Tuscaloosa, Alabama to be considered. The estimated construction cost is between $5,000,000.00 and $10,000,000.00.
