GENERAL PROCUREMENT NOTICE

Within the framework of the Nile Basin Initiative (NBI), a partnership of the riparian states of the Nile, the governments of Burundi, Rwanda, and Tanzania are undertaking project preparation for the Regional Rusumo Falls Hydroelectric & Multipurpose Project (RRFP), conceived as part of the Nile Equatorial Lakes Subsidiary Action Program (NELSAP). Feasibility studies and other project preparation activities are currently on-going, through financial support from a number of multilateral and bilateral agencies. The generation facilities and the transmission interconnections will be developed using two separate sets of implementation arrangements. The three governments are seeking to develop the generation facilities through a public-private partnership (PPP), whereas public financing will be adopted for the transmission interconnections.

The RRFP project will comprise: a hydroelectric power station of approximately 60 MW; transmission interconnection with the electricity networks of Burundi, Rwanda, and Tanzania; and the multi-purpose development of the project areas for both power station and transmission works. The PPP for the generation facilities will consist of a long-term contract with a private sector partner for the construction and operation of a hydroelectric power plant at Rusumo Falls, on the Kagera River, which forms the border between Rwanda and Tanzania.

The generation facilities will comprise: a concrete gravity dam, 150 m. long and 14.3 m. high; an integral radial-gated spillway; a headrace tunnel, 460 m long and 8 – 9 m. in diameter; a surge chamber, 18.3 m. high and 32 – 37 m. in diameter; and a surface powerhouse with three, vertical axis Kaplan turbines and generators. Three 220kV overhead transmission lines will radiate from a surface substation, close to the powerhouse, and will interconnect with the national grids in Rwanda, Burundi and Tanzania. The approximate line lengths are: Rwanda 115 km, Burundi 158 km, and Tanzania 95 km.

Where World Bank finance is to be used, the appointment of developers and the Procurement of contracts will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, revised October 1, 2006, and is open to all eligible bidders as defined in the guidelines.

Specific procurement notices for the appointment of developers and for contracts under the World Bank's International Competitive Bidding (ICB) procedures, and for large value consultants’ contracts, will be announced as they become available in UN Development Business, dgMarket and in the local newspapers of the three partner countries.

NELSAP intends to host a presentation on the project, to which parties registering their interest will be invited to attend.
