REPUBLIC OF SERBIA
TRANSITIONAL AGRICULTURE REFORM PROJECT

GENERAL PROCUREMENT NOTICE

The Republic of Serbia has received a Loan in the amount of EUR 12.5 million equivalent from the International Bank for Reconstruction and Development (IBRD) and a Grant in the amount of US$ 4.5 million equivalent from the Global Environmental Facility (GEF), toward the cost of the Serbia Transitional Agriculture Reform Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project will include the following components:
Component 1: Strengthening the Agriculture and Rural Development Support System – aiming to build capacity for processing and administering the national rural investment grant program
Component 2: Building Knowledge and Capacity of Agricultural Producers and Processors - aiming to develop and disseminate the knowledge and technology needed for agricultural producers and processors to raise agricultural production and competitiveness
Component 3: Management of the Stara Planina Nature Park - aiming to improve management of the SPNP and to improve biodiversity conservation and sustainable natural resource use
Component 4: Project Management and Coordination

The project will include the following items to be procured through international procurement and selection:
• consulting services – extension service delivery, applied research management, EU IPARD payment systems, monitoring & evaluation
• goods - computer equipment, computer software and databases, vehicles

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket, and in the national newspaper “Politika”.

Interested eligible bidders who wish to be included on the mailing list to receive invitations to bid under ICB procedures, and interested consultants who wish to receive a copy of advertisement requesting expressions of interest for consultancy contracts, or those requiring additional information, should contact the address below.
