This is a combined synopsis/solicitation for commercial items in accordance with the format in Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are requested and a written solicitation will not be issued. The solicitation number, Q5180090006, is issued as a Request for Quotation (RFQ). The National Park Service intends to award a firm fixed price contract, as a result of this combined synopsis/solicitation, to the offeror providing the best value to the Government. The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, warranty, price and other factors considered. This is a commercial Item Acquisition, FAR Part 12 applies. The NAICS is 541430, the size standard is $7.0 million and is set aside for small business. All offers are due at the National Park Service, Big Cypress National Preserve, 33100 Tamiami Trail E, Ochopee, FL 34141, no later than the close of business, December 18, 2008. All US firms or individuals responding must be registered with the Central Contractor Registration (CCR). This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2007-27. It is the contractors responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at: http://www.arnet.gov.The completion date is 120 calendar days from date of award. Contractor may submit invoices at 30%, 70% and 100% completion. Description of the requirement is listed below: CLIN(s): 0001 - Contractor shall create interactive software which involves three dimensional layout structure programming. This structural programming is computer animation involving multi layered levels built specifically for a "digital dig" application. This time intensive and complex rendering process allows the user to digitally interact with 3D levels based on the story that will unfold for the Canaveral National Seashore exhibit called the Digital Dig. Project parameters: Overview: Virtual archeological dig site utilizing infrared interactive projection (this is not a touch screen application) video to simulate an actual archeological dig. Simulated sub lit platform with custom branding along with five panel customized description: process of archeology. Interactive software development involving three dimensional layout structure programming. This structural programming is computer animation involving multi-layered levels built specifically for this application. Rendering process must allow the user to digitally interact with 3D levels based on the story that will unfold for the CNS exhibit called the Digital Dig. In addition the custom built hardware / software elements include: interactive license fee and software package, infrared emitters, cameras, PC, 3500 lumen projector (Ambient light may require a higher power lumen projector and will be determined at first sight visit), 2 Tannoy speakers, custom built cage and suspension system, projection receipt platform, fabrication and installation. Software: Software must be custom written for this specific application. It is to include opening video story (see script description) transitioning to software package capable of interpreting hand motion over projection area virtually digging through layers of leaves grass and earth to discover target objects. Upper layers to include discoverable non target objects. Target objects must be replaceable and updated at will. Conclusion to incorporate reference to process of archeology panels. Content development to be included in price. Script: Script dialog to be written specifically for Canaveral National Seashore Seminole Rest site describing background historical description of the site and how the user interacts and learns from the exhibit. Narrator voice and all other actor voices necessary are to be recorded in studio and digitally placed in appropriate sequences in the software programming. Content development to be included in price. Hardware: The multiple hardware elements to be included in exhibit must work congruently (i.e. platform application exactly fits projection space and incorporates both branding and interior lighting - archeological panels must tie in to interactive projection software message - projection system, PC, support cage, IR emitters must be sized and custom developed to fit existing room space) The hardware elements include: Projection system - 3500+ lumens with projection unit capable of horizontal projection (projector must be vertical or horizontal mount capable). Additional replacement bulb and manufacturers warranty to be included. PC - this must be a custom built unit designed to fit both size of cage parameters and support software application with remote access capabilities for off site programming analysis. IR Emitters - integrated into cage application to track hand movements and push capture to PC interpreting results via custom software application. Ceiling mount cage - Cage must be capable of housing all interactive elements including IR Emitters, Projection system, PC and sound Amp. Sound system - 6.5" ICT speaker 8ohm/ 70 volt 60 watt with a 60-watt mixer amp capable of tie into PC. Platform - approximately 5' x 8' theater grade white laminate horizontal projection surface with stainless steel protective edge banding and corner guards. Surface to be raised off floor approximately 20" via four tower anodized aluminum extrusions connected to each other via upper and lower anodized aluminum channel supports within which fit frosted plex panels incorporating print logo of exhibit branding. Internal lighting to be located inside platform designed to emit light from underside allowing plex-branding panels to glow. Panel system - approximately qty five 28" x 40" quarter inch thick discovery panels describing in detail the process of archeology. Panels to be reverse print direct to substrate. Content development to be included in price. Panels to be suspended via wall to wall or floor to ceiling cable mount float system. Site visits and Installation: fees to cover initial site visits and installation of all elements listed above. Training: training session to be provided to park personnel regarding operation of unit and maintenance. Pricing to include design, content, fabrication, labor, delivery, and installation. Include a statement regarding acceptability of proposed contract schedule, clauses and general provisions, any recommendations, and any exceptions taken. In the event the offeror takes any exceptions to, or sets any conditions for its quote under the subject solicitation, such exceptions or conditions shall be set forth in the transmittal letter. b. This technical information must include the following: Factor 1 - Understanding - Provide a discussion of the offeror's understanding of the requirements specified in the CLIN(s). The offeror should include a discussion of anticipated difficulties and problem areas, together with potential or recommended approaches for their resolution with an emphasis on risk mitigation. Factor II - Plans and Methods of Approach and Completion - Describe the extent to which the proposed effort will meet the task requirement defined in the RFQ, including capabilities to handle multiple tasks, within time restrictions. Factor III - Qualifications and relevant experience of personnel (including key personnel) The offeror should identify personnel, provide proof of professional qualifications, knowledge, and experience in meeting similiar requirements. The following information should be included on all resumes submitted, including subcontractors:(1) Individual's name;(2) Past employment of work experience, including the names of the employer;(3) Education and/or formal training; and(4) Specialized experience, which relates to the performance of work under this contract. Exclude information that is not relevant to the person's designated role in this project. Quality of experience in the position as evidenced by outside recognition including the prestige of past clients, indications of repeat business, and the number and value of awards should also be included in the resume. PART III - Past PerformanceOfferors shall identify three contracts/task orders with the Federal Government, agencies of state and local governments and commercial customers that demonstrate recent and relevant past performance. Recent is defined as within the last three years. Relevant is defined as work similar in complexity and magnitude to the work described in the PWS. PART IV - Price Evaluation of price will be accomplished separately from the technical evaluation. Total offered price will not be a rated factor. Once the technical proposals have been evaluated, the evaluated technical proposals will then be compared to the price proposals as submitted to determine the best overall value for the Government. The offeror's price quote must include a spreadsheet containing the offeror's proposed price, broken down by proposed labor category, hours, and any price reductions offered. All proposals will be evaluated against the following factors and sub-factors: An adjective rating will be given for each evaluation factor as well as an overall rating for the technical proposal. Those ratings are:Exceptional - Exceptional in all significant respects. Offers significant advantages in all key areas and substantially exceeds minimum requirements. The probability of success is at the highest level.Very Good - Exceptional in many significant respects. Offers an excellent probability of success and significantly exceeds minimum requirements. Limited improvement is possible.Good - High quality in most respects. Offers a good probability of success and generally exceeds minimum requirements. Improvement is possible in some areas.Acceptable - Adequate overall presentation, but some areas are lacking in thorough analysis or detail. Generally meets minimum requirements but improvement is possible in some major areas. There is a fair probability of success.Marginal - Meets some minimum requirements but there may be some significant deficiencies/disadvantages that may be correctable. Substantial improvement is necessary. There is a low probability of success.Unacceptable -There is inadequate presentation and the proposal fails to meet minimum requirements in many areas. The proposal needs a major revision to make it acceptable.
