The National Park Service intends to issue a Request for Quote (RFQ) for a Firm-Fixed Price contract for Contractor to furnish all labor, equipment and tools necessary to install 52 government-provided 6 X 6 X 16, CCA pressure treated marine piles at two locations in Florida Bay pilings. This will require two small vessels with a draft of no more than 18-24 inches. The Government shall furnish 57 each, 6 X 6 X 16 foot, CCA treated marine piles. A quantity of 52 piles will be installed with five additional piles provided in case of breakage during driving operations. Unused piles will be returned to the government. The contractor shall work with Everglades National Park Maintenance staff to determine the exact location of the two camping facilities. The work is located in Everglades National Park, Florida Bay. The two sites are accessed through the Florida Bay boat ramp located in the Flamingo district of the park. Flamingo is 50 miles southwest of Homestead/Florida City. The new pile locations are in approximately 3-4 feet of water and are 6 1/2 and 7 miles from shore, at coordinates Access to the work locations require navigation of shallow and narrow channels. Typically, boats of no more than 20 feet in length and a draft of 18 inches access these areas. This would preclude use of any standard construction barge without risking damage to the fragile benthic resources found in Florida Bay. Any vessel with a draft of more than two feet or beam greater than 15 feet could not access these work locations. Vessel fitted with turbidity control equipment is preferred. Piles will be laid out according to the pile/framing plan and driven to a minimum depth of 5 feet into the sea bottom but no more than 6 feet and cut to a finish elevation by others. All work will be performed in accordance with F.D.E.P. and U.S.A.C.E. permit requirements. This RFQ will be issued electronically, on the Department of Interiors National Business Center (NBC) web site, at http://ideasec.nbc.gov. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be made available in the Microsoft Word, HTML and Adobe PDF. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideas.nbc.gov. This is a Commercial Item Acquisition, FAR Part 12 applies. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-29. The applicable NAICS code for this project is 238990, with a size standard of $14M and is set aside for small business. The RFQ will be available at http://ideasec.nbc.gov on or about December 03, 2008 with quotes due approximately 15 days following issuance, on or about December 17, 2008
