1.This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business of 8 April 2006

2.The Islamic Republic of Afghanistan has received Grant from the International Development Association toward the cost of Horticulture and Livestock Project, and it intends to apply part of the proceeds of this Grant to payments under the Contract for Procurement of Knapsack Sprayer, Chemicals and Horticulture Equipments. IFB No: MAIL/WB/HLP/NCB-2084

3.The Ministry of Agriculture, Irrigation and Livestock now invites sealed bids from eligible and qualified bidders for Supply of Knapsack sprayers, Chemicals and Horticulture Equipments as follows.

The bidders may choose to quote for one or more lot (s) in the schedule of requirements and each lot will be evaluated and awarded separately. However, bidders shall quote for the complete requirement of goods and services specified under each lot on a single responsibility basis, failing which such bids will not be taken into account for evaluation and will not be considered for award.

4.Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. The required delivery period is 4 weeks to 6 weeks for each and any number of Lots. The Delivery of all the Lots for which Contract is placed must be completed within 4 weeks to 6 weeks.

6.Bidders must furnish documentary evidence that they meet the Qualification Criteria which includes the following:
(a) Financial Capability

7. A complete set of Bidding Documents in English may be obtained free of charge by interested bidders on the submission of a written application to the address below or sending an e-mail to the address below. The Bidding Documents will be sent by electronic mail

8. Bids must be delivered to the address below at or before 14.00 Hrs (local time) on January 20, 2009. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at14.00 Hrs (local time) on the same day. All bids must be accompanied by a signed bid securing declaration form attached in the Bid Documents.
