II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Architectural services for the
development of an educational / research building. To include: clinical
skills laboratories, Lecture theatre, Tutorial rooms, Research Laboratory,
Library, Administration offices and ancillary spaces. Area circa 2 500 sq
meters.
II.2.2) Options: No.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Payments will be
made in stages as the project proceeds.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: Government Standard of Conditions
Engagement of Consultants (07/12/06).
III.1.4) Other particular conditions to which the performance of the
contract is subject: Yes.
Applicant must be a member of the relevant states professional
Architectural body and also provide evidence of professional indemnity
risk insurance to the value of EUR 5 000 000 or more.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Applicants
should supply a profile of their practice together with a list of recent
clients for similar type developments, who may be contacted by the
University for referances.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: (1) All candidates will
be required to provide a reference from their bank.
(2) All candidates will be required to provide a statement, covering the 3
previous financial years including the overall turnover of the candidate
and the turnover in respect of the activities which are of a similar type
to the subject matter of this notice.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: The appointment will be limited to
those practices who can display recent experience in the design and
supervision of Facilities for Third Level Education, Research and Clinical
Sciences.
III.3) CONDITIONS SPECIFIC TO SERVICES CONTRACTS
III.3.1) Execution of the service is reserved to a particular profession:

Full Professional membership of a recognised Architectural institution.

IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Restricted.
IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate: Envisaged minimum number: 5.
IV.2) AWARD CRITERIA
IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated below:
1. Experience in Design of Clinical Skills Labs.
2. Experience in the Design of Third level Teaching and Research
Facilities.
3. Qualifications and Experience of Proposed Personnel.
4. Communications and Team Leadership Skills.
5. Experience in the Delivery of Good, Cost Effective Architecture.
6. Availability to attend regular client meetings and effectively
supervise the construction of the works.
7. Experience in the Design of Energy Efficient Buildings.
8. Degree of Modern Technology in use.

Incomplete procedureThe awarding procedure has been discontinued.Other
additional information
This notice is being cancelled.
Initially the project was to be undertaken by the University of Limerick
(UL) and the Health Service Executive (HSE) with UL as the awarding
authority. However the HSE will now be the awarding authority and will
publish a notice in respect of same. The notice will be only open to those
already selected panellist as per Contract notice SEP107598.
