The Russian Federation has received from financing in the amount of US$ 1,896,800 equivalent from the World Bank toward the cost of the Strengthening Access to Justice for the Poor, and it intends to apply part of the proceeds to payments for goods, related services and consulting services to be procured under this project.

The project will include the following components:

Component I. Strengthening Access to Justice for the Poorest and Most Vulnerable

(a) Provision of Sub-grants to selected NGOs to: (i) support legal services for poor rural dwellers in ten (10) districts within each region; (ii) raise awareness of the services offered; (iii) liaise with justice sector authorities; (iv) provide free consultations to beneficiaries and assist them with administrative procedures; and (v) provide guidance and representation in court.

(b) Carrying out local workshops and training on legal needs of the poor for local law enforcement and social service personnel to strengthen social accountability and sensitization and promote cooperation in the two regions.

(c) Provision of consultants’ services to advocate for legal aid at the federal level and disseminate legal aid-related information to relevant stakeholders.

Component II: Improving Courts’ Treatment of Poor Litigants

(a) Provision of consultants’ services and carrying out training to develop a methodology and build local civil society capacity for monitoring and providing feedback on court biases and violations of due process towards poor and disadvantaged litigants in the two regions.

(b) (i) Provision of consultants’ services to: (A) conduct random monitoring of court hearings in courts of the Justices of Peace; and (B) prepare guidelines on procedures and actual practices to ensure judicial fairness to poor litigants; and (ii) conduct workshops for judges, prosecutors and other justice system personnel.

(c) Provision of consultants’ services to: (i) develop and disseminate a set of guidelines to courts, civil society organizations and the media for the fair treatment of poor litigants; and (ii) conduct court users’ exit surveys and focus groups to monitor the impact of the aforementioned project activities on the poor litigants’ satisfaction with the courts.

Component III: Building Local Capacity for the Rehabilitation of Juvenile Offenders

(a) (i) Provision of consultants’ services to develop and apply methodologies for socio-psychological evaluation and rehabilitation of juvenile offenders; and (ii) carrying out training for social services professionals, courts and law enforcement agencies, and non-governmental organizations (NGOs) working with juvenile offenders.

(b) Provision of consultants’ services and conducting workshops to draw and disseminate lessons learnt from the experience of judicial and social services professionals, international experts and NGOs working on the rehabilitation of juvenile offenders.

Component IV: Evaluation and Grant Management

(a) Carrying out three workshops on legal services for the poor, court monitoring of fairness to the poor and on juvenile offenders’ rehabilitation to draw lessons learnt and disseminate good practices in Russia beyond the participating regions.

(b) Provision of consultants’ services to evaluate Grant implementation and assess impact on beneficiaries.

(c) Provision of consultants’ services, including audit, and financing of Operating Costs to carry out Grant management.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
