GENERAL PROCUREMENT NOTICE

1. This Notice updates the General Procurement Notice published in United Nation Development Business, issue no. 641 dated 24 November 2005.
2. The Royal Government of Cambodia has received a credit (Credit No.4055-KH), and a grant (Grant No.161-KH), from the International Development Association (IDA), towards the cost of the Cambodia Education Sector Support Project and it intends to apply the proceeds the grant to payment for goods, works, related services and consulting services to be procured under this project.
3. The Project consists of the following components: (i) Enabling Equitable Access to Education for Disadvantaged Children; (ii) Supporting Education Quality and Effectiveness; and (iii) Support to Higher Education. The Project is being implemented from June 2005 through June 2010. The objective of the Project is to assist the Royal Government of Cambodia to implement the Education Sector Support Program goals to enhance access to education services with special focus on the poor and undeserved communes.
4. Following the concluded Mid-Term Review of CESSP, the updated CESSP Procurement Plan includes the Extension and Renovation of the Royal University of Phnom Penh Library (Dr. Hun Sen Library) and the supply of Instructional Education and Library Materials that will be procured through international competitive bidding (ICB).
5. Procurement of contracts financed by the credit and the grant will be conducted through the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits dated May 2004, and is open to all eligible bidders as defined in the Guidelines. Consulting Services will be selected in accordance with the World Bank Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated May 2004.

6. The Specific Procurement Notices for contracts specified in paragraph 4 that will be bid under the World Bank’s international competitive bidding (ICB) procedures. will be published as they become available, in United Nation Development Business, the Development Gateway dgMarket and The Cambodia Daily of Cambodia
