The Government of Sri Lanka (GOSL) with the assistance of the World Bank and the Global Environment Facility has established the Renewable Energy for Rural Economic Development (RERED) Project, which aims to (i) foster rural economic development and improve the quality of life in rural areas by utilising off-grid renewable energy technologies to provide electricity to remote communities, and (ii) promote private sector power generation from renewable energy sources for the main grid.
The RERED Project is implemented through six components, namely, (i) Grid-connected hydro, wind and biomass, (ii) Solar photovoltaic investments, (iii) Community-based hydro, wind and biomass energy, (iv) Energy efficiency and conservation, (v) Cross'-sectoral links and (vi) Technical assistance. During phase I of the RERED Project from 2002 to 2008 it aimed at providing electricity access to 100,000 households through home based solar systems and independent mini-grids fed by micro hydros, wind and biomass generators; electrify 1,000 small and medium rural enterprises through renewable energy resources; and add 85MW capacity through grid-connected renewable energy power plants. With the success of phase I, the Project was extended by a further three years with additional financing and enhanced targets of, providing electricity access to 160,000 off-grid households; electrify 1,500 small and medium rural enterprises; and add 135MW capacity through grid-connected power plants by 2011, cumulatively.
An Administrative Unit (AU) set up within DFCC Bank functions as the implementing agency of the RERED Project. A detailed description of the RERED Project is given in the Project website www.energyservices.lk.
Objective - The Consultant will be required to review the present M&E system in place, recommend necessary improvements and then implement a system for the monitoring and evaluation of (i) the performance of the RERED Project, (ii) the development of the Sri Lankan renewable energy sector; including new technologies supported by the Project, such as wind and biomass, (iii) the Project's contribution to the rural development goals of GOSL, including rural economic development, development of productive opportunities in rural areas, rural employment, incomes and social welfare indicators, and (iv) physical progress in all forms of rural electrification, including grid extensions, off-grid community based projects, household based systems and small & medium scale economic enterprises.
Monitoring & Evaluation should also promote learning from experience in order to improve the implementation of the RERED Project, and the accountability of the Project to stakeholders.
Expressions of Interest (EOI) are invited from interested parties to review the present M&E system in place, recommend necessary improvements and then implement an M&E system from 2009 to June 2011 to achieve the objective listed above.
Application Procedure - The EC-Is should be brief, focus on aspects relevant to the proposal, and presented in the following format:- 1) Name and address of firm (Which may be a consortium with one lead firm), 2) Contact details, 3) Brief profile of the firm /consortium, 4) Key staff members (Giving priority to assignment-specific staff; for each staff member provide name, position in the team, number of years in the firm, relevant qualifications and assignment-specific experience and proficiency in languages - read, write and speak), 5) Relevant experience of firm /consortium (Details of assignment-specific tasks undertaken during the past 10 years with client references)
