Consulting services for Design/Layout of Road Safety Education Materials (B9.3)

Expressions of Interest

1. This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business No. 656 of 16 June 2005.
2. The Socialist Republic of Vietnam has received a Credit from the International Development Association (IDA), and intends to apply part of the proceeds of this credit to payments under the contract for Design/layout of road safety education materials consulting services.
3. The objective of this consulting service is to provide support and assistance to the Ministry of Education and Training in developing improved school road safety education curriculum and training, and preparing a national development plan. The main tasks of this services are: (i) Review and prepare a comprehensive report on the current traffic safety education (TSE) in Viet Nam by comparison with international best practice (ii) Define an improved comprehensive road safety education framework and strategy (iii) Develop TSE curriculum, material, facilities and delivery methods for each school levels (iv) Assist with training school teachers in schools on the demonstration corridors (v) Assess the effectiveness of the VRSP-Phase 1 school road safety education activities and develop models/typical programs for expansion nation-wide, together with a full costed national roll-out program. The services are expected to be implemented over the period of 12 months.
4. The Traffic Safety Project Management Unit (TSPMU) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications and indicate clearly whether it is a joint venture or a sub-consultancy.
5. A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
6. Interested consultants may obtain further information at the address below from 7:30 to 16:30 hours.
7. Expressions of interest (1 original and 2 copies in English) must be delivered to the address below before 16:00 on 20 December 2008.
