ISLAMIC REPUBLIC OF AFGHANISTAN

Financial Sector Strengthening Project (FSSP)

The Islamic Republic of Afghanistan has applied for a grant from the International Development Association (IDA), in the amount of US$8.00 million, towards the cost of the Financial Sector Strengthening Project , and it intends to apply the proceeds of this grant to the payments for goods and consulting services to be procured under this project.

The project will include the following components:
(i) Strengthening internal functions of DAB (ii) Establishing financial sector infrastructure to include a Credit Information Bureau, Collateral registry and Banker's Training Institute.

Procurement of contracts financed by the grant will be conducted through the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, dated May 2004 and Revised October 2006 (the Procurement Guidelines), and is open to all the bidders from eligible source countries as defined in the guidelines. The provisions of paragraphs 2.55 and 2.56 of the Procurement Guidelines, providing for domestic preference in the evaluation of bids, shall apply to the goods manufactured in the territory of Afghanistan or and the works to be carried out by the domestic contractors through International Competitive Bidding. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated May 2004 and Revised October 2006 (the Consulting Guidelines)

Specific procurement notices for the contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-value consultants’ contracts will be announced, as they become available, in UN Development Business, DGMarket and local newspapers.

The following ICBs/Large value Consulting Contracts are expected under this Project:

• Consulting Services Firms:
(1) Comprehensive IT assessment of DAB by a firm – analyze off site supervision, accounting and auditing, and HR for 10 man months and devise strategic plan for IT development at DAB
(2) Internal and external training for staff in HR, Accounting, Auditing and Supervision Department in line with new training plan
(3) Collaboration with regional Banker’s Training Institute for 3-5 years
• Consulting Services Individual Consultants:
(1) Complete Accounting Manual, policies and procedures of DAB and assist in capacity building to implement finalized manual, policies and procedures at DAB 12-18 months
(2) Complete Audit Manual, policies and procedures of DAB and assist in capacity building to implement finalized manual, policies and procedures at DAB for 12 months
(3) Develop modern HR policies for DAB and assist the HR department in implementing them. Develop a training plan for DAB staff in all departments to build capacity for 12 months
(4) Training of DAB staff on Collateral Registry computer software and hardware
Goods: Procurement

The following Goods are expected under this Project:

(1) Enterprise Resource Platform computer software, computer hardware and implementation for supervision department of DAB for automation of off-site supervision functions (details to be finalized after full IT assessment of DAB)
(2) Enterprise Resource Platform computer software, computer hardware and implementation for automation of Human Resource Management database at DAB (details to be finalized after full IT assessment of DAB)
(3) Computer software, computer hardware and implementation for Credit Information Bureau – goods package includes training component (details to be finalized after IFC technical assessment of requirements)
(4) Computer software and computer hardware for Collateral Registry (details to be finalized after IFC technical assessment of requirements)
(5) IT Equipment and Furniture.
