EXPRESSIONS OF INTEREST

This request for Expressions of Interest follows the general procurement notice for this project that appeared in Development Business on April 8, 2006.

The MAIL has received a grant from the International Development Association (IDA) for the Horticulture and Livestock Project (HLP) and intends to apply part of the proceeds of this grant to payments under the contract for Selection of NGOs (Facilitating Partners) for Group Formation in Focus Clusters of HLP such as Kapisa, Kabul, Parwan, Panjsher, Samangan, Kundoz, Takhar, Balkh, Jawzjan and Sari-Pol.

Background: The Horticulture and Livestock Project (HLP) in the Ministry of Agriculture, Irrigation and Livestock has the objective to assist the smallholder horticulture and livestock producers in Afghanistan to increase their production in quantity and improve the quality. HLP works with smallholder producer groups, male and female. Experience over the first year of operation has revealed that much attention needs to be given to the strengthening of all groups so that they are increasingly enabled to manage their groups more effectively.
HLP is working in 10 provinces in the four of the central and six of the northern region of Afghanistan. In each of these provinces one district has been selected where all HLP activities of horticulture and livestock will be applied in a more concentrated manner so that impact can be felt among the farmers and their groups. In selected areas of these districts – in HLP terms called focus clusters – a process of strengthening the group formation process and the social mobilisation for farmers and their groups is planned especially during the winter season 2008/09. For this HLP requests the assistance of reputable and experienced NGOs in order to conduct these group formation and social mobilisation meetings.
Expected Results

• Farmers in the Focus Clusters become more aware of HLP’s activities, its support and way of operation
• Farmers in the Focus Clusters have acquired a higher level of self-management skills for their groups and themselves
• The organisational structure of producer groups is strengthened or created which allows the technical components of HLP to become more effective
• Farmer groups have acquired additional skills in how to work together more effectively, jointly plan and articulate their needs towards other supporting agencies.

The implementation period will be about Five Months from December 2008.

The MAIL now invites eligible NGOs/consultants to indicate their interest in providing the services. Interested NGOs/consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Interested NGOs/Consultants may obtain further information at the address below during office hours from 0900 to 1400 hours.

Expressions of interest must be delivered to the address below by 16.00 hrs. December 6, 2008.
