Procurement Number: MAFFS/ICB/GOI/08/04/05

The Government of the Republic of Sierra Leone has received an Exim Bank Line of Credit from the Government of India (GOI) towards the development of Commercial Agriculture and intends to utilize proceeds of this Line of Credit (LOC) for the procurement of Agricultural Machinery and Equipment.

The Ministry of Agriculture, Forestry and Food Security now invites sealed bids from eligible and qualified bidders for the supply of the following:

Bidding will be conducted through International competitive bidding procedures specified in the Public Procurement Act 2004. Interested eligible bidders may obtain further information from the Procurement Unit, Ministry of Agriculture, Forestry and Food Security and inspect the bidding document at the address stated below. Bidders may bid for any or all of the lots.

A complete set of bidding documents in English may be purchased by interested bidders on submission of a written application and upon payment of a non refundable fee of US$100 or equivalent in any freely convertible currency. The method of payment will be by cash. Suppliers outside Sierra Leone who wish to have the bidding document sent to them by courier services will pay an additional fee of US$200. The bidding document will be obtained personally or by courier services.

INDIAN COMPANIES which are registered in the Republic of Sierra Leone and conducting business therein must deliver their seal bids to the address below which must be accompanied by the following documents.
(i) A certified true copy of a Valid Business Registration Certificate
(ii) A certified true copy of a Valid Tax Clearance Certificate from the National Revenue Authority (NRA).
(iii) A certified true copy of a Valid NASSIT Clearance Certificate (letters from
NASSIT are unacceptable).
(iv) Manufacturer’s Authorization for bidders who do not manufacture the items they bid for.
(v) Bid Security issued by a reputable Commercial Bank as follows:

Indian Companies outside Sierra Leone should have met all statutory obligations for doing business in their respective Countries and have not been debarred from participating in bids funded by the Exim Bank, World Bank and other donor agencies. Such companies must furnish certificates of Business Registration, attestation of financial standing from their bankers, and their audited financial statements for the past three (3) years. They are also required to provide manufacturers authorization and Bid Security as stated earlier on.

Bids must be delivered to the addressed below on or before Monday 5th January 2009 at 12:00 noon.

Bids will be opened on Monday 5th January 2009 at 12:05 pm in the presence of bidders or their representatives who chose to attend at the Conference Room, Ministry of Agriculture, Forestry and Food Security, 1st Floor, Youyi Building, Brookfields, Freetown. Late bids will be rejected and returned unopened.
