This is a combined synopsis/solicitation for commercial items prepared in accordance with the format found in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued. The Government intends to award a Base Year Indefinite Delivery, Indefinite Quantity Contract with Four (4) Option Periods which the Government may award in accordance with the terms of the resultant contract awarded following this solicitation. The solicitation number for this request is 70181-9-R121 and the solicitation is being issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular (FAC 05-20) and Federal Acquisition Regulation (FAR). This is NOT a small business set-aside procurement. This requirement is being advertised under NAICS classification code: 424720. BASE BID ITEMS:Contractor shall provide Heating Oil as outlined in the Statement of Work of this solicitation. Contractor shall provide heating fuel on an automatic keep-full basis of not less than 30% capacity and not more than 95% capacity as required. Contractor shall provide all materials, equipment, delivery, production, applicable excise taxes, and services required. Contract period shall include a Base Year Period with Four (4) One-Year Optional extension periods. In accordance with the specifications and provisions contained herein, services shall be provided on an as-needed basis based upon the following Bid Schedule: ALL BID LINE ITEM PRICES SHALL INCLUDE ALL INDIRECT AND DIRECT LABOR, OVERHEAD, GENERAL AND ADMINISTRATIVE EXPENSES, AND APPLICABLE PROFIT AND OVERHEAD.___________________________________________________________________________________________

FAILURE TO ENTER PRICES ON ALL LINE ITEMS SHALL BE CAUSE FOR REJECTION OF BID. STATEMENT OF WORK:All fuel provided under the resultant contract shall be F.O.B. Destination within consignee's premises, delivered and pumped into multiple bulk fuel tanks at the U.S. Fish and Wildlife Service's (USFWS) Alaska Maritime National Wildlife Refuge (NWR), at the headquarters site in Homer, Alaska . HEATING FUEL:The following are the HEATING FUEL OIL Storage Tank Sites:The Contractor shall provide automatic fill, on a keep-full basis, once every two months on each tank. Approximate Usage per year is 30,000 gallons. 1. One - 2000 Gallon tank located at the Alaska Islands and Ocean Visitor Center, Homer, Alaska2. One - 500 Gallon tank located at the USFWS AMNWR Warehouse, Homer, Alaska 3. One - 300 Gallon tank located at the USFWS, AMNWR Garage, Homer, Alaska PROVISIONS AND CLAUSES:The Provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The Provision found at FAR 52.216-02, Economic Price Adjustment shall be included in this solicitation to make changes for the cost of fuel increases or decreases. PROPOSAL EVALUATION CRITEREA:(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Best Value to the Government2) Total Base Bid;3) Total Price Per Gallon of Heating Fuel;4) Additional Rebates and Discounts for multiple Quantities;5) Or any combination of these items resulting in the best overall value to the Government (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Clause found at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The Clause found at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this solicitation.
