GENERAL PROCUREMENT NOTICE


The Government of Republic of Indonesia, through the State Ministry of Disadvantaged Area Development, has applied for a grant through the Multi Donor Trust Fund for Aceh and Nias (MDF) for the Nias Livelihoods and Economic Development Program (Nias-LEDP), and it intends to apply part of the proceeds of this grant for payments for Goods, Works and Consulting Services to be procured under this Project.

The objective of the Project is to assist the Government of the Republic of Indonesia to reduce poverty, promote social stability, and stimulate economic development in Nias Island through improving physical and information access to markets, economic opportunities, and social services.

The project includes the following Technical Assistance Packages:

Package A: Program Management Support
This component includes operations and program managements service support to the Nias-LEDP Project management Unit (PMU) and Project Secretariats. The majority of consultant resources will be field-based in Nias, with core expertise in monitoring and evaluation, financial management, safeguards, quality assurance, and other specialty skills.

Package B: Livelihood and Economic Development Program Implementation
Consulting services will be engaged to support KPDT to implement Nias-LEDP livelihoods components. The program will focus on key economic sectors in Nias, particularly agriculture (rubber, cacao, and rice). Activities will include support and training to farmer organizations and capacity building for local government agencies. Other livelihood sectors outside of agriculture will also be covered through Nias-LEDP.

Firms are able to apply for both consulting assignments, but can only be awarded one package. If a firm wishes to express interest for more than one assignment, then it should indicate its preference in case they are ranked as the first qualified consultant for both packages.

The project also includes some goods procurement like seeds, small farming tools or agricultural machineries etc. Specific information will be available at the time issuing the Invitation for Bids (IFB).

Procurement of contracts financed by the grant will be conducted through the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 and revised October 2006, and is open to all bidders from all source countries as defined in the guidelines. Consulting Services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 and revised in October 2006.

Specific Procurement Notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-value consultant’s contracts will be published, as they become available, in UN Development Business, dgMarket and in the local newspaper Media Indonesia.

Crown Agents, appointed by DFID, is assisting the State Ministry of Disadvantaged Areas Development of the Government of Republic of Indonesia as Procurement Advisor to implement the procurement activities of Nias LEDP at the preparatory stage.
